The Mosaic Tile Dump Site, Operable Unit (OU) 1 is and abandoned waste tile, dump located just outside of Zanesville, Ohio (Springfield Township), Muskinghum County, Ohio. The Site, also known as the Northern Parcel, is situated on ~3.5 acres just west of the county fairgrounds and is bordered by Pershing Road, Benjamin Avenue and Woody Lane. Residential homes surround the Site with the majority located along Benjamin Avenue (west side). A large mound or pile of waste is visible covering approximately 2/3 of the property.
The Site was used by the Mosaic Tile Company to dispose/dump off-specification tile, glaze and debris during the 1950s and 1960s. The large waste pile on-site is comprised of this material. The company was formerly located north of the Site on the north side of Pershing Road. The Site is currently owned Collins & Aikman Accessory Mat, Inc. (C&A) who is the Responsible Party and funding the removal action.
Total lead concentrations of waste glaze have been detected as high as 45,000 ppm. Corresponding TCLP levels have been detected above 5 mg/l, the RCRA regulatory level for hazardous waste (D008). Lead is the primary constituent of concern at this time.

During the reporting period, September thru December 2006, the following major removal activities were performed:
* The majority of work during the reporting period focused on backfilling, grading and cap construction according to approved specifications. Approximately 8,200 cubic yards of clay borrow soil was brought on-site.
* The permanent retention pond and new drainage channel were constructed on the site's north side. Check dams were installed in the channel. Site perimeter drainage was improved throughout the OU1 property.
* The initial subgrade clay cap layer was placed, compacted and roughly shaped to proposed contours (12-inches). Testing for dry density and moisture content were regularly performed.
NOTE: Placing and grading clay backfill and cap material during the reporting period was dramatically slowed due to wet weather conditions from the end of September thru November.
* Verification sampling in those areas outside of the cap limits was completed. Confirmation soil samples were collected from 25'x25' grids. XRF, total lead analysis was performed on over 200 samples. 10% of these samples were analyzed for lead at an off-site commercial laboratory. Results were below the 400 ppm action level.
* Samples were collected in a similar fashion from the adjacent north property to make sure contaminant migration had not occurred since site activities began. XRF analysis was performed. All samples were below the 400 ppm action level.
* The anchor trench for the geomembrane liner at elevation 760 was completed. Liner material was delivered and will be stored on-site.
* Monitoring wells MW1,2,4 and 5 were decommissioned. New wells will be installed at a later time.
* Haley and Aldrich submitted the "Draft Post-Removal Site COntrol Plan" for U.S. EPA and OEPA review.
* Activities during the reporting period were conducted without an on-site recordable health & safety incident.
* Muskingum County contractors constructed new bridges on Woody Lane and on Coopermill Road.
Removal activities were suspended in late November as it was apparent that remaining tasks could not be properly completed due to wet and winter conditions. The liner, clay and topsoil placement require approx. 15-20 days of dry conditions with temperatures above freezing to install according to the design specifications.
This winter (06-07), contractors will install and maintain temporary erosion controls placed throughout the site. Capping work will commence again when weather permits, most likely spring.
It is possible that the new monitoring wells will be installed yet this winter.
Complete all remaining removal tasks: final contour grading and capping and all restoration work.
