Site Description
The Tank Car Corporation of America Site was the location of a railroad tank car rehabilitation facility operating in Oreland, PA, for most of the 20th century.  The facility is located at the intersection of Walnut Ave. and Oreland Mills Rd. along the railroad tracks.  The facility includes several buildings, a paint shop, and several sidings on which tank cars are still located.

The OSC began evaluating this property in April 2006 by coordinating with entities seeking to sell and/or purchase the property.  The OSC receieved environmental data which indicated that several tank cars and underground tanks (believed to be railroad tank cars) contain hazardous substances. Additionally, the soil and the ground water contain hazardous substances.  Notable contaminants include chlorinated organics (e.g., trichloroethene), napthalene compounds, and ammonia.  

The property remains in the midst of characterization and negotiations for potential sale, but no definitive resolution of the waste storage and threat posed exist. The OSC continues to monitoring Site conditions while negotiations about potential property transfer progress, but has requested that the owners remove the liquids from the tanks.


Current Activities
As of December 28, 2006, the owners of the property had not removed the liquids from the Site, had no definitive agreement involving the transfer of the property to a new owner that might conduct cleanup, and had not fully secured the tanks.  The OSC consulted with the Region and informed the representative of the owner that based upon the threats posed by the liquids in the tanks, that EPA expects to know by January 12th, 2007, if the owners will remove the liquids to mitigate potential threats.

Planned Removal Actions
No Actions are planned at this time.  The OSC expects to continue to work with the owner towards a private resolution.

Next Steps
Continue Removal Site Evaluation and coordinate with the property owners and the Cmmonweatlh of regarding the need to remove the hazardous substances from the Site.  Await word from the owners by January 12th, 2007, of whether they intend to remove the tank contents.
