Edwards Oil is an oil recycler located at 530 South Rouge Street, Detroit, Michigan.
January 5, 2007, U.S. EPA Criminal Investigative Division (CID) Special Agent (SA) Carol Paszkiewicz received an anonymous call saying the site was abandoned. The caller reported sludge, acid wastes, and hazardous wastes were left on site.
The caller reported that wastes included 40 above ground storage tanks (AST) including two 350,000 gallons ASTs, three 50,000 gallon ASTs, numerous 10,000 and 15,000 gallon ASTs, and six 10-foot lagoons containing sulfuric acid wastes.
Parallel to CID's investigation SA Paszkiewicz notified Superfund On-Scene Coordinator (OSC) Brian Kelly of the potential abandonment.
January 5, 2007, OSC Kelly requested assistance from Paul Owens of the Michigan Department of Environmental Quality (MDEQ) RRD and LaReina Reid of the City of Detroit's Environmental Affairs in determining the status of Edwards Oil.
January 8, Mr. Owens inspected the site and found no personnel or activities.
January 9, Daniel Dailey of the MDEQ notified OSC Kelly that Edwards Oil had recently been sold.
OSC Kelly contacted the new company, Recycling and Treatment Technologies of Detroit (RTT), and arranged for a meeting with Operations Manager Rob Slater.
February 6, OSC Kelly, Ms. Reid, and CID SA Rich Porter visited the site. Mr. Slater explained that RTT closed on the site in early January, were remediating the facility, and planned to reopen within 90 days.
An inspection of the site showed active cleanup underway. A lagoon full of used oil was noted during the inspection, which Mr. Slater said would be addressed immediately.
Mr. Slater said the facility would be complying with the EPA consent order on SPCC deficiencies and the State of Michigan RCRA corrective action agreement.
RTT will continue decommissioning and removal of tanks (not be part of the new operations), address the lagoon, begin preparation of a new SPCC plan, and begin ground water monitoring (part of the RCRA corrective action)
EPA will conduct another site visit in 90 days to assess RTT's cleanup.
RTT is conducting the cleanup voluntarily.
