The Lennon Wallpaper site is located at 807 4th Ave. in Joliet, Will County, Illinois. The site consists of 7 parcels of land occupying approximately 12 acres. Site removal activities are being conducted on Parcel 5. Parcel 5 is bordered on the north by a wetland, on the west by railroad tracks, on the south by Grant Avenue (vacated), and on the east by Preston Place (vacated).
Parcel 5 of the Lennon Wallpaper site contains and estimated 1,500 to 3,000 cubic yards of lead contaminated soil. The contaminated soil is located in a low lying wet area located on Parcel 5. The soil was contaminated by waste paints or pigments coming from the Lennon Wallpaper facility formerly located next to the property. Parcel 5 is located near a wetland and residential area and is unsecure to both human and animal populations and shows evidence of trespassing.
Site characterizations and inspections conducted by the Illinois Environmental Protection Agency (IEPA) in 1990, 1992, 1995, and 2000 showed elevated levels of lead. Site assessments conducted on Parcel 5 in 2001 and 2002 by START and the U.S. EPA demonstrated elevated levels of lead, with the highest total lead concentration being 10,900 milligrams per kilogram (mg/kg) and the highest toxicity characteristic leaching procedure (TCLP) lead concentration being 100 milligrams per liter (mg/L). The screening level for total lead is 750 mg/kg and the regulatory limit for TCLP lead is 5.0 mg/L
On August 18, 2003, U.S. EPA, ERRS continued moving debris to the far east portion of Parcel 5. ERRS excavated seven test pits around the site and START inspected them in order to further identify the extent of contamination on the site. Two test pits excavated on the north end of the site contained the stained/colored material previously sampled and identified as containing hazardous levels of lead. The contaminated material was present at approximately 2 ft. bgs. Three test pits excavated on the east side of what was formerly the low lying wet area and two excavated on the far east side of the site were all visually clean. START collected composite samples from these five test pits to be screened with an X-Ray Flourescent (XRF) inorganic analyzer for lead by START subcontractor URS. Two more test pits were excavated on the far south end of the site in the woods. Red staining was visible on the surface of the ground water at approximately 4 ft. bgs.
On August 19, 2003, ERRS continued moving debris to the far east portion of Parcel 5. Sample results from soil screened with the XRF were received. All results were well below the Region 9 Preliminary Remediation Goal (PRG) of 750 mg/kg, with screening results ranging from 28 mg/kg to 250 mg/kg.
On August 20, 2003, ERRS continued the relocation of site debris to the far east side of Parcel 5. ERRS excavated four more test pits in the woods on the south end of what was formerly the low lying wet area. Visibly contaminated material was present in two of the pits. START collected six composite samples from the four new test pits and two pits excavated on August 19th on the far south end of the site to be screened with an XRF.
On August 21, 2003, ERRS continued to relocate site debris to the far east side of Parcel 5. Results for soil samples screened with an XRF were received. Four of the samples had lead concentrations exceeding 750 mg/kg, with the highest concentration being 4,400 mg/kg. Two of the samples had concentrations below 750 mg/kg. Based on the test pit sample results, START marked the portion of the trees that would have to be removed for excavation activities. ERRS began removing trees from the proposed excavation area. Analytical results for two samples collected from the fill that had been placed over the site were received. All results were well below clean up criteria. ERRS began moving the fill material off of the proposed excavation area to the east portion of the site.
On August 22, 2003, ERRS continued to move debris and fill material to the east portion of Parcel 5. ERRS completed the removal of trees from the proposed excavation area on the south end of Parcel 5.
The removal action for the Lennon Wallpaper site consists of excavation, treatment, and disposal of lead contaminated soil on the Parcel 5 property.
