The Site is located on three vacant lots on Lancashire Street in Providence, Rhode Island as well as a number of the surrounding residential properties on Lancashire Street, Sherwood Street, and Columbus Street.
Soil sampling conducted by EPA at the vacant lots and the residential properties in this area documented levels of lead and PCBs above the RIDEM accepted standard for residential areas of 150 ppm and 10 ppm, respectively. A total of 40 residential properties and 3 vacant lots qualified for the removal action.

Excavation of contaminated soils at the residential properties and the vacants lot was completed on November 28, 2006. Dust suppression, backfilling, and waste disposal activities continued until December 29, 2006. All contaminated materials have been removed from the site and disposed of at a permitted facility. On January 2, 2007, the OSC and the Response Manager conducted a walk-through of the site, and the site was secured and closed for the remainder of the winter.
EPA and the ERRS contractor will re-mobilize in the spring of 2007 to continue to repair response-related damage to the affected properties. This work will include spreading loam, planting grass, replacing shrubs and trees, fences and other features removed or damaged during excavation activities.
Each effected resident will be receiving an inventory of plants that are scheduled to be replanted on their property. They will be given the opportunity to comment and sign off on the inventory. Any changes made by the resident to the inventory must be approved by the OSC. The replacement of the shrubs and trees and the continued planting of the grass will begin in the spring of 2007.
The issue regarding the disposal of the contaminated soil has been resolved by EPA and RIDEM. The hazardous waste tax that was imposed upon EPA during the removal action no longer applies to hazardous waste being disposed of by the federal government in the State of Rhode Island.
