The Sybill site is located at 111 Military Road in Detroit, Wayne County, Michigan, and is comprised of a process building (including boiler house), an office building, a small pump house, a water tower, two parking areas, and 26 ASTs (5 outdoor and 21 indoor) with a combined storage capacity of approximately 1,682,000 gallons. The nearest waterway is the Detroit River located approximately 0.5 miles southeast of the facility.

Current situation:
Altech Environmental, Connestoga Rovers and Associates, and Clean Waters (PRP contractors) are consolidating and sampling waste streams and are continuing with waste disposal and site cleaning activities. Air monitoring is being conducted by the PRPs during waste consolidation and sampling. 24-hour security is being provided for the duration of the project.
Site activities to date: (09/22/03 to 10/03/03) September 22 - 23, 2003 - The PRP contractors continued with the waste disposal and site cleaning activities, which continued through this reporting period. OSC Kelly conducted an on-site review of the PRP contractor’s air monitoring and health and safety to determine compliance with the accepted plans. During the site inspection the PRP's contractor identified to U.S. EPA possible asbestos, PCBs, and mercury. U.S. EPA will request a change to the work plan to address these items. September 24 - 30 , 2003 - The PRP contractors continued cleaning the ash pit and lab-packing of chemicals. October 1 - 3, 2003 - PRP contractors have completed removal of liquid and sludge waste from AST tank 1 and completed cleaning of the scale pit and ash pit. To date, a total of 198 cubic yards of waste sludge and 46,500 gallons of waste liquids have been removed from site. Approximately 400,000 gallons of waste oil has been recycled or disposed of at Edward’s Oil.
