Time-Critical - Removal Action Pollution Report (POLREP) #10
Start Date: 8/2/2006
Pollution Report (POLREP) #10
Site Description
From approximately 1952 to 1977, the A.C. Lawrence Tannery (Tannery) facility, formerly located on the west bank of the Little Androscoggin River, used a metal trough to transport their waste to settling lagoons on the southeast bank of the Little Androscoggin River.

In the 1970’s, the South Paris Publicly Owned Treatment Works was constructed and began accepting waste from the Tannery.  In 1977, the lagoons ceased receiving wastes and a soil cap was placed over the sludge lagoons. The Tannery closed in 1985.

The land surrounding the Site is primarily wooded. A residential development is planned immediately south of the Site and currently the nearest residences are approximately 2000 feet northeast along Oxford Street. The land use on the west side of the river is industrial/commercial.  The Site is located over a mapped sand and gravel aquifer.

This inactive seven acre Site is referred to as lot 7 on the Town of Paris, Maine Property Map R2. The cause of the contamination is from a non-oil manufacturing source (Tannery).

It is bounded:

• to the north by Little Androscoggin River;
• to the south by a residential development;
• to the east by Oxford Street; and,
• to the west by a railroad right-of-way and the Little Androscoggin River.

Current Activities
Week of 2 July 2007

OSC McKeown, Response Manager (RM)Lutsic, 2 equipment operators, and one laborer mobilized. Activities for the week include continued load out of chromium-contaminated soil, continued grading along the southern wall of Lagoon 1, surveying of the bank, and excavation along the berm of Lagoon 1.

MEDEP representatives Wayne Paradis and Hank Andolsek visited the Site and Wayne and Hank subsequently GPSed the Sheet Piling along Lagoon 1. OSC McKeown updated them on the Site status.

Number of Samples Collected: 5 Under Pile       Clearance (UPC) samples, 5 Lagoon 1 Berm samples
Samples Analyzed on-site:    10
Samples Analyzed by NERL:     2

Approximately 1,123 tons of chromium-contaminated soil was shipped to the Juniper Ridge Landfill in Old Town (Alton), Maine at a cost of $46,888.  Site loadout activities have been completed.

Week of 9 July 2007

OSC McKeown, RM Lutsic, and 2 equipment operators mobilized.  Activities for the week include continued grading of the southern half of the site, building an access ramp for the crane, removal of old drainage piping located under the entry/egress road, and backfilling the ditch along the northeast portion of the Site adjacent to Oxford Street.  MEDEP representative Wayne Paradis visited the Site to discuss the map that they are producing using EPA-furnished GPS data collected on the 12 excavated lagoons.

OSC McKeown contacted Town Manager Sharon Jackson and gave her an update.

Week of 16 July 2007

There was no site activity for the week while awaiting the delivery of a crane from HB Fleming to remove the sheet piling.

Week of July 23 2007

OSC McKeown, RM Lutsic, and 2 equipment operators mobilized. Activities for the week included grading, completion of drainage swale repair, and commencement of sheet pile removal.  Throughout these activities, ERRS utilized a water truck for dust suppression.
