Current Activities
Site work this week consisted of receiving and placing loads of fill soil and grading for the remainder of the cap; partially covering cap with 2-4 inches of wood waste; repairing the integrity of the silt fencing; and finishing placing rocks at edge of cap and along property boundary to prevent wheeled access to site. Front gate was installed. TV news cameras on site for coverage of the capping and future use.

7/23/07 Monday
Site conditions: Partly sunny, high temperature 90’s F, dry, calm winds.

Personnel: On-site this day were FOSC Kathy Parker, USCG Bianca Witkowski, ERRS Response Manager and six ERRS Equipment Operators, one ERRS Field Cost Accountant. ERRS worked 11.5 hours this day.

Equipment in use this week: D-8 Dozer, 30 ton Off Road Dump truck, 35 ton Off Road Dump truck , 2000 gallon water truck, 50K lb excavator with hydraulic thumb, 25K lb excavator with a hydraulic breaker, 5 yard wheel loader, Roller Compactor/Sheepsfoot, 20’ Storage Container, 45 KW generator, two Office Trailers, two DataRams, 12 radios.

D339: 7:18am – 3:04pm, 67 - 95°F, 56-31% relative humidity, average reading 0.035mg/m3 with several spikes, highest being 2.011 mg/m3.
D422: 7:21am - 6:30pm, 68 - 92°F, 52-27% relative humidity, average reading 0.019mg/m3 with several spikes, highest being 0.516 mg/m3.
Meteorology Station - Checked it for accuracy. Weather station is not reading wind speed at all; temperature, humidity and wind direction are not reading correctly. Discontinue use of it. Also verified DataRAM temperature and humidity readings.

Removal Work: Continued placing rock along the perimeter of the soil cap area.  Repaired a few areas along the silt fence that were damaged by rocks.  Prepared the site for trucks to deliver fill soil.  Started delivery of soil from off site at about 13:45.  Hauled a total of 9 loads and 234.23 tons of soil to the site today.  The water truck hauled a total of 18 loads of water that was used for dust suppression and cleaning road throughout the day. The haul trucks moved a total of 3 loads of trash and no loads of soil today.

Other: Tied a replacement information holder on the front gate and filled it with fact sheets. Placed large rocks under trestle bridge over Sprague River to block wheeled access to site.

7/24/07 Tuesday
Site conditions: Partly sunny, high temperature 90’s F, dry, calm winds.

Personnel: On-site this day were FOSC Kathy Parker, USCG Bianca Witkowski, ERRS Response Manager and six ERRS Equipment Operators, one ERRS Field Cost Accountant. Also, Katie Robertson of ODEQ, Lani Hickey and Linda Seater of Klamath County, Klamath County Commissioner Al Switzer and his wife, Mayor Mark Cobb, Brooks Stanfield of EPA R10 Brownfields program, EPA CIC Judy Smith, Betty Riley of Chiloquin Action Team and Chuck Wells of Chiloquin City council. Also on site, Lyle Ahrens of KOTI-TV and Janet Kim of KDRV-TV. ERRS worked 11.5 hours this day.

Removal Work:
Continued placing rock along the perimeter of the soil cap area.  Laser level used to check soil cap depth. Began placing wood chips on top of soil cap.  Marked off location of wood waste on cap leaving a 125 foot buffer along the south and west sides free of wood and to be seeded. Continued delivery of soil from off site.  Hauled a total of 80 loads and 2,354.74 tons of soil to the site today.  The water truck hauled a total of 32 loads of water that was used for dust suppression and cleaning road throughout the day.  The haul trucks moved a total of 18 loads of wood chips and 1 load of rock today.

Other: OSC Parker, EPA, ODEQ, and County attended the Chiloquin Community Meeting to discuss future plans for the mill site and give the community an update on the capping progress. Met at 1130 on site with local and state government and held TV interviews. Two stories aired on TV in the evening. Estimated soil needed to finish cap and start process to add $50,000 to ERRS Task Order for more soil.

7/25/2007 Wednesday
Site conditions: Partly sunny, high temperature 90’s F, dry, calm winds.

Personnel: On-site this day were FOSC Kathy Parker, USCG Bianca Witkowski, ERRS Response Manager and six ERRS Equipment Operators. ERRS worked 11.5 hours this day.

Equipment picked up today: 35 ton Off Road Dump truck

Continued delivery of soil from off site.  Imported a total of 158 loads and 4768.38 tons of soil to the site today.  The water truck hauled a total of 22 loads of water that was used for dust suppression and cleaning road throughout the day.  The haul trucks moved a total of 15 loads of wood chips today.

Other: Coach Mark Nigh stopped by site in afternoon and described where he wanted the softball field and we talked about his needs for the ground. He asked that we not place wood waste on that area. OSC Parker contacted county and they agreed to leaving wood waste off the area where the softball field will go. More trespassers – 3 kids wanting to go swimming, an elderly man looking for railroad ties. Passed a complaint on to the Pit operator about the soil trucks driving too fast and using their air breaks on Chocktoot street.

7/26/07 Thursday

Other: Passed on another complaint to pit operator about a soil truck running the stop sign at Chocktoot and Hwy 422. Started developing demobilization plan – phasing out equipment operators at one per day starting Friday and calling for equipment and trailers to be picked up on Monday. Bianca and ERRS accountant will remain on-site Monday to facilitate demob.

7/27/2007 Friday
Site conditions: Partly sunny, high temperature 90’s F, dry, slight wind.

Personnel: On-site this day were FOSC Kathy Parker, USCG Bianca Witkowski, ERRS Response Manager and five ERRS Equipment Operators, one ERRS Field Cost Accountant. ERRS worked 10.5 hours this day. One Equipment Operator demobilized today.

D422: 7:15am - 6:10pm, 65 - 101°F, 53-16% relative humidity, average reading 0.014 mg/m3 with several spikes, highest being 1.06 mg/m3.
Spikes on both DataRams between 830 and 900 am due to the elementary school grass being mowed by the caretaker.

Removal Work: Installed one post for front gate. Laser level used to check soil cap depth. Continued placing wood chips on top of soil cap.  Continued compacting soil cap with roller.  Finished receiving soil from off site.  Imported a total of 4706 tons of soil to the site today.  The water truck hauled a total of 15 loads of water that was used for dust suppression and cleaning road throughout the day.  The haul trucks moved a total of 35 loads of wood chips today. Total weight of soil delivered to site for the project was 18,744 tons at a total cost of $149,016.

Other: Received dioxin results for air samples. Preliminary review of data indicates all concentration results are several orders of magnitude below the risk-based level of concern (which is 1.5 ng/m3). A resident living several blocks away stopped by to see what we were doing.

7/28/2007 Saturday

Removal Work: Installed remaining two posts for front gate and painted the gate white. Haul truck hauled a total of 91 loads of wood chips and 5 loads of stockpiled import soil.  Used stockpiled import soil to fill in low spots.  Finished placing wood chips on top of soil cap and filling depressions in cap.  Finished compacting soil cap with roller. Water truck hauled a total of 6 loads of water for dust suppression, cleaning road and decontamination of heavy equipment.
Repaired ground around off-site water hydrant. Started packing up and decontaminating equipment. Hauled trash and recyclables to transfer station.  Cleaned out first trailer and moved it for demobilization.

Other: A worker from the gravel pit stopped by to see what all the soil from his pit was going.


7/29/2007 Sunday
Site conditions: Partly sunny, high temperature 90’s F, dry, calm winds.

Personnel: On-site this day were USCG Bianca Witkowski, ERRS Response Manager, one ERRS Equipment Operator, and one ERRS Field Cost Accountant.  OSC and four Equipment Operator demobilized today.

Equipment Picked Up: Roller Compactor/Sheepsfoot

No air monitoring performed as site work has been completed.

Finished installation of gate.  Finished decontaminating and fueling heavy equipment.  Cleaned out second office trailer and moved it for demobilization. Water truck hauled a total of 1 load of water for decontamination of heavy equipment.  Demobilized roller compactor and crew cab box truck.  Hauled the last of the trash and recyclables to transfer station.  



Next Steps
Demobilize equipment.

Give gate keys to county and fire department.
