Pollution Report (POLREP) #6
Site Description
The Site is located on three vacant lots on Lancashire Street in Providence, Rhode Island as well as a number of the surrounding residential properties on Lancashire Street, Sherwood Street, and Columbus Street.

Soil sampling conducted by EPA at the vacant lots and the residential properties in this area documented levels of lead and PCBs above the RIDEM accepted standard for residential areas of 150 ppm and 10 ppm, respectively. A total of 40 residential properties and 3 vacant lots qualified for the removal action.

Refer to Site Description in previous POLREPS for additional information.

Current Activities
In May 2007, EPA and its contractors mobilized back to the site to continue to repair response-related damage to the affected properties and the vacant lot. These activities included landscaping, repair and/or replacement of fences, and application of loam and seed where appropriate.

In mid-July 2007, EPA secured access to two properties within the project area where access had previously been denied. These two properties were sampled on July 18, 2007 according to the developed sampling plan for the Site. These sampling results were received within in one week and indicated that lead and PCBs were present in the soils at levels exceeding RIDEM standards.

On July 30, 2007 excavation of the contaminated soils began at both residential properties. Approximately XXX,XXX tons of contaminated soils were generated during this activity and shipped off site for disposal at an EPA approved landfill on August 30 and 31, 2007. EPA and its contractors also repaired response-related damages to these two properties.

On August 27, 2007, the ERRS contractor began re-grading, spreading loam, and seeding the vacant lot which had been used as a staging area for removal related items.

On September 6, 2007, an OSC and a Community Relations Specialist from EPA distributed final information sheets regarding the last items that needed to be performed for the conclusion of the removal. These EPA representatives answered questions and spoke with the residents who were available.

On September 12, 2007 all of the remaining heavy equipment and the office trailer were demobilized from the site. On September 14, 2007, EPA and the ERRS contractor performed a site walk and reviewed final tasks being completed.

On September 21, 2007 the ERRS contractor completed final fence repair and replacement work. The ERRS contractor conducted final demobilization on this date.
