The Site is a former potato farm which is currently inactive. The Site contains two buildings (the Garage and the Potato Storage Building), a trailer, a pond, an unpaved road, a wetland area, grassy areas, and wooded areas. The buildings were used for storage of produce and farm equipment and for farm vehicle maintenance. They are constructed of tin, wood, cinderblocks, and transite (asbestos) materials. The buildings are in disrepair, and the building closest to the street (the potato storage building) is falling apart. Much of the transite on the walls and ceiling has fallen to the floor and is disintegrating resulting in chrysotile asbestos being exposed to the environment. The buildings contain farm equipment and approximately 15 drums and containers. An empty aboveground 20,000 gallon underground storage tank (UST) is located between the two buildings, and another 10 drums and containers are located throughout the property. The ground under several drums is dirt and is not sealed with asphalt, and oil and/or hazardous materials have been released to the soil. There is no fence or other access restrictions to prevent people from entering the Site.
According to the EPA Region I Environmental Justice Mapping Tool, the Site is not in an environmental justice area.
Disposal analyses indicated that twelve drums contained hazardous substances. On November 1, 2007, Charter removed the twelve drums for disposal at General Chemical Corp. in Framingham, MA. In addition, Charter removed twenty cubic yards of asbestos containing transite board from the site and disposed of it at Waste Mangement of NH in Rochester, NH.
The drums/containers remaining on-site include: a 275 gallon above ground storage tank (AST) with 100 gallons of oil; twelve 55 gallon drums of oil; a 20,000 gallon underground storage tank (UST) containing approximately 600 gallons of oil, a 325 gallon AST containing approximately 250 gallons of used oil, and an estimated 5,000 UST containing approximately 1,000 gallons of mixed water/gas. Analysis of the oil in the 275 gallon AST indicated it contained perchlorethylene which is a hazardous substance. Analyses of the materials in the other containers indicated that they did not contain any hazardous substances as defined by CERCLA. In addition, analyses of the soil samples collected from under the drums and tanks indicated that oil had been released into the soil.
A contract modification will be negotiated with Charter to remove the oil/perchloretheylene in the 275 gallon AST and the empty AST from the site. EPA will provide sampling and analytical information to the MADEP, so that they can remove the oil wastes.
