Site 1 (8” pipeline excavation) Sunoco will maintain 24/7 vacuum truck operations at the pipe excavation and will continue impacted surface clean-up with vacuum trucks, soil removal, peatsorb addition, and utilization of absorbent pads. An interceptor trench currently in place will be extended by 20’ to 30’ to the Northwest/Southeast. Additional test pit/boring locations will be identified and marked-out.
Site 1A (Poplar Road and CSX Railway) The site is approximately a quarter mile away from the identified Sunoco 8" pipeline leak.
The area is on the East side of the CSX Railway and is in a natural swale behind residential apartments. An access road has been installed to allow vacuum truck operations and heavy equipment access. Area has been cleared of vegetation/debris and oil contaminated materials around the swale. Sunoco contractors will install an underflow dam with a collection sump and will hand auger along the site to bracket the affected area and attempt to delineate an oil migration pathway. Nearby identified affected City of Toledo sewers (four total) will be vacuumed of oil and concurrent observations will be documented.
Affected waterway locations (boom sites) will continue to be monitored and effectiveness of boom locations will be modified as needed. Collected debris will be removed and vacuum truck operations and personnel will be on a rotation checking and maintaining all booms. Absorbent pads will be placed in still/slow water areas where sheen/oil are present.
- Areas of contamination (Site 1 and 1A) will be cleaned to appropriate levels (to be determined). - Impacted soils will be disposed of following appropriate RCRA and TSDF compliance regulations. - Impacted areas will be restored to pre-spill conditions.
On March 24, 2008, the RP consultants will provide a Work Plan to document the methodology of identifying oil migration pathways and the source of oil pooling at Site 1A (Poplar Road and CSX Railway).
