Site Description
OSC Dave Andrews mobilized Sunday to Rhea County, TN., to investigate, sample and conduct removal of abandoned 55 gallon drums along Hwy. 27 and the junction of Hwy 68 (across the street from the Spring City Memorial Gardens).  OSC Andrews will coordinate with TDEC, TVA and Rhea County EMA to conduct this ER action.  Source:  ERNS report dated 03/17/08.



Current Activities
EPA  mobilized to site (Spring City, TN)with ERRS (Environmental Resources, Inc)to meet with a TVA representative and assess approximately 7X55 gallon abandoned steel drums located on a TVA rail spur and down an embankment off of SR HWY 27 (north of it's intersection with SR HWY 68).

All of the drums were identified as containing crumbled tile with paint residue. Samples were collected and submitted for asbestos and metals analysis. All of the drums were repackaged into 85-gal steel overpack drums, labeled and staged the drums at the TVA Watts Bar Power Plant facility pending laboratory analysis results and disposal coordination.  


Planned Removal Actions
Laboratory analysis identified the tiles as containing asbestos and not containing lead-based paint or any RCRA-levels of metals.  Disposal was arranged at the Waste Management landfill in Ballground, GA. The drums were transferred from the TVA Watts Bar facility to WM Ballground on March 25, 2008.

Next Steps
No further action at this time.

Key Issues
The drums were disposed in Georgia to avoid additional time and cost associated with a TDEC Special Waste Permit and fee.
