The Mosaic Tile Dump Site, Operable Unit (OU) 1 is an abandoned waste tile, dump located just outside of Zanesville, Ohio (Springfield Township), Muskinghum County, Ohio. The Site, also known as the Northern Parcel, is situated on ~3.5 acres just west of the county fairgrounds and is bordered by Pershing Road, Benjamin Avenue and Woody Lane. Residential homes surround the Site with the majority located along Benjamin Avenue (west side). A large mound or pile of waste was visible covering approximately 2/3 of the property.
The Site was used by the Mosaic Tile Company to dispose/dump off-specification tile, glaze and debris during the 1950s and 1960s. The large waste pile on-site is comprised of this material. The company was formerly located north of the Site on the north side of Pershing Road. The Site is currently held in Trust as the former property owner, Collins & Aikman Accessory Mat, Inc. (C&A) is bankrupt.
Total lead concentrations of waste glaze were detected as high as 45,000 ppm. Corresponding TCLP levels were detected above 5 mg/l, the RCRA regulatory level for hazardous waste (D008). Lead is the primary constituent of concern at the site.
Removal activities began in Spring 2006 and were completed late summer 2008.

Pursuant to the Collins & Aikman Corp. et. al., Banckruptcy Settlement Agreement dated August 31, 2007 (Case No.: 05-55927) and the Custodial Trust Agreement dated October 12, 2007, the Trust funded and managed the completion of remaining removal action work. The Custodial Trust, LePETOMANE XXI, Inc., of Chicago, IL, has retained Environ International Corp. as it's environmental consultant.
The following activities were completed during the reporting period December thru August 2008:
* Contractors winterized and secured the site. Site maintenance was performed as necessary thru spring 2008. * Heavy spring vegetation was removed from the site. Remaining clay was placed, compacted, and contoured. * Site drainage was completed. Clay berms were constructed. The retention was pond regraded and outfall piping installed. Liner, anchor trenches were constructed. * Drainage fabric and geomembrane liner were placed over the consolidation area and integrated into the anchor trenches. * Top soil was placed, graded and the entire site was seeded using a mix recommended by OEPA/ODOT (low maintenance). Eleven trees were planted. * Rip rap was used to construct several "ersosion chutes" around the capped area. * The perimeter fence was replaced/repaired. NOTE: Contractor will properly complete. Fence not replaced per contract. * A drainage swale was construction outside the east fence line to accomodate runoff along Benjamin Ave.to help alleviate residential flooding in the area. * Four new monitoring wells were constructed and sampled. No detections above drinking water standards were found. NOTE: One of the orifinal wells, for a total of five, was still intact.
On September 3, 2008, USEPA, Environ, and the cleanup contractor Haley & Aldrich and EMS conducted a final walk through of the site. Several deficiencies were noted and will be repaired/completed by the contractors. The Trust will oversee the work.
It was decided that a portion of Wood Lane (from the bridge north to Pershing Road) would be repaved and the edge of an adjacent private yard would be repaired. Damage may have occurred in this area during the latter part of the removal action. A Springfield Township trustee agreed with the proposed work.
USEPA removal activities are complete. Removal actions as set forth in the Action Memorandum (as modified by approved workplans)have been satisfactorily completed.
USEPA will generate a Notice of Completion memo when the final report is complete.
The Custodial Trust and it's environmental consultant will complete the following activities:
Finalize and implement the 'Post-Removal Site Control Plan' for the site. The plan calls for ongoing site maintenance. Monitoring wells will be sampled semi-annually for 5-years and annual for 5-10 years thereafter (see Draft March 2008 plan).
Custodial trust will report groundwater monitoring results to OEPA and USEPA.
Complete and file environmental covenant based an OEPA model and appropriate deed restrictions (Muskingum County Recorders office).

Heavy rainfall (3-4 inches) and flash flooding in early July resulted in major site damage. Approximately 25% of the recently placed topsoil was lost and heavy erosion occurred throughout the site. The bridge along Woody Lane was completely washed out (replaced by Township). Unexpected expenditures were necessary to repair the site damage.
After the removal action work was complete and consultants, contractors, Custodial Trust (includes attorney and consultant) were paid, approximately $300,000 will remain for future O&M.
