The Pointe Coupee Site is an inactive wood preserving facility which used PCP to treat wood products. Dioxins and furans, potential by-products associated with sites where PCP was used, were also identified as contaminants of concern, as well as poly-aromatic hydrocarbons (PAHs). The Site was operated from the early 1950s through 1988. The action involves the removal of wastes in containers, tanks and the onsite pressure vessel. The action also involves the excavation of soil contaminated with dioxin, PCP and PAHs.

On September 18, 2006 The Superfund Division Director, Samuel Coleman signed an Action Memorandum to address the contaminated soil and waste at the site. The removal action was initiated following the completion of negotiations with the property owner to address access issues.
EPA, ERRS and START have demolished, sampled, and staged all facility structures on site for disposal. Continuous particulate monitoring is performed during site operations to ensure protection of removal crew personnel, local personnel, and contaminant containment on site, working towards the west. Excavation of soil has begun along the north and east property borders. The area directly in front of the thrift store and social club has been excavated, backfilled with soil and rock, and completed to regain store/club operations. Additionally, remaining C&D debris is being resized for disposal. Scrap metal is being cleaned and prepared for disposal as well. Due to the small size of the site, restaging of spoil is being conducted to optimize site efficiency.
A representative from LDEQ has been on site during most of the excavation operations to make decisions regarding LDEQ areas to be excavated and for LDEQ sampling Backfilling is being conducted as grid excavations are completed and sampled for LDEQ post removal assessment. OSC Foster, OSC Adams, and LDEQ representatives (Clinton Twilly and Tom Stafford) met with New Roads Mayor Tommy Nelson and Pointe Coupee Juror Dewey Dukes to discuss public concerns on 06/17/08. The only concerns stated were "public concerns". OSC Foster, OSC Adams, and LDEQ representative Clinton Twilly attended the New Roads City Council meeting the evening of 06/17/08 to ensure the line of communication was open for the Council and the general public to state concerns and issues with the current site operations. The only concern stated was when the cleanup would be completed. To further ensure community outreach is thorough, an availability session will be planned for the latter part of June or early part of July in New Roads.
The proposed action is for the removal and off-site disposal of all waste in tanks and other containers containg wood treating waste. Planned activities also include the excavation and offsite disposal of soil contaminated with pentachlorophenol (PCP), dioxin, and PAH's.
Excavation activities will continue until all contaminated soil is removed. Disposal of contaminated soil and debris will also continue until completion. Air monitoring is being conducted during site activities and control measures instituted when needed.
EPA will continue to coordinate with LDEQ for the accomplishment of the State's removal action goals.
