Strube, Inc. is an aircraft instrument sales and refurbishment contractor with a main office in Marietta, Pennsylvania. The founder of Strube, Inc. (now deceased) had purchased large quantities of military surplus aircraft parts beginning soon after the end of World War II. As the company’s inventory grew, Strube purchased additional warehouse space in several nearby communities. Currently, Strube owns warehouses on seven properties in the towns of Marietta, Columbia, Maytown, and Mt. Joy, all located in Lancaster County.
EPA continues to provide security and fire watch until the threat is mitigated.
Four additional shipments of drums and potentially contaminated carboard and PPE waste have been completed since August 6, 2008. A total of 1656 drums and 6966 lbs of potentially contaminated materials have been shipped off site for disposal. Overpacked, processed drums have been disposed of at the Hanford, Washington Facility.
EPA has finished response activities in the three Columbia Warehouses. Strube will Decommission all Columbia warehouses per State of PA regulations at a future date.
Mercury containing items and miscellaneous hazardous materials have been identified in all three Columbia warehouses. Strube has indicated that the company will handle the disposal of these items.
An Exemption Action Memorandum was signed on July 18, 2008, increasing the site ceiling to $5.7 million. In addition, the Site Scope of Work was streamlined and modified to better reflect the current site actions.
Removal activites continue in the Mt Joy warehouse. All activities are expected to be completed in this warehouse by Thanksgiving 2008.
The EPA issued a Unilateral Order to Strube for Decommissioning of 2 Marietta warehouses. The effective date of the Order was March 17, 2008. To date Strube has complied with the Order. EPA continues to coordinate its field activities with Strube.
EPA continues to host Unified Command meetings. The next meeting will be held on October 22, 2008.
Packaging and removal of radium containing items will continue. The fourteenth shipment of drums and other items will take place on October 22, 2008.
EPA will ship 34 supersacks of radioactive items collected by the Strube consultant from the final remaining Marietta warehouse during the end of October 2008. Strube is unable to afford the disposal costs associated with these waste containing super sacks.
Strube and EPA will remove radioactively contaminated items from the Maytown warehouse beginning in November.
Drums and an aircraft shipping container (now packaged in Super Sacks) as well as soils contaminated by Strube will need to be disposed of off site by either Strube or EPA.
All removal related site activities are expected to be completed by winter 2009.
