Site Description
See previous POLREPS for Site Description information.

An additional buried railroad tankcar containing unknown materials was discovered on 11/20/08 during continuing removal site evaluation of the Site. The Respondent (Tank Car Corporation of America) was unable to commit to the removal of this tank resulting in the EPA approval of funding and scope for a removal action to complete removal of wastes from the Site.  The Action Memorandum was signed December 8, 2008.


Current Activities
TCCA has not committed to complete the response activities required pursuant to the Unilateral Administrative Order.  Remaining work includes removal of small containers, disposition of the contents of Tank #7 (presumed oil), and submittal of a closeout report.  Additional work requirements include identification of additional tanks at the Site and the characterization and removal of the wastes therein.

The OSC initiated a removal site evaluation of the Site on November 17, 2008.

A revision to the existing Action Memorandum (not previously resulting in the initiation of Action by EPA) was issued and signed by EPA on December 8, 2008.  This Action Memo enables EPA to take steps to remove the wastes remaining at the Site including actions to verify if additional tankcars remain at the Site and removing the wastes, if any, contained therein.

The OSC met with response contractors at the Site on December 11th for the purpose of initiating activities relating to the removal of the remaining wastes from the Site.

The area of the remaining known buried tank was observed on December 11, 2008 during a rain event.  The surface water flowing from the area contained an oily sheen that disappeared into the sand-blasting sands along the railroad tracks.

Preliminary analytical data of soil and ground water samples has been received and is being reviewed.


Planned Removal Actions
Although TCCA indicated that it intended to remove and dispose of small containers remaining at the Site; it has failed to do so.  EPA is now initiating activities to effect the removal of these wastes.

EPA will complete the characterization of residual materials and soil and groundwater.

Additional removal actions to address remaining tanks will be conducted.  The OSC provided the opportunity to complete this activity to TCCA, but TCCA was unable to do so.  EPA will now initiate these actions.
