US EPA Received notification by the National Response Center (NRC) of a oil spill at the Alfiniti Drawn Tube facility in Winton NC. The release is etimated at 1,500 gallons of varsol (petroleum solvent). The spill was observed when contractors performing excavation work at the facility observed varsol entering into their excavation area. The spill was contained, the plant was shut down and investigation actions were intitiated to determine the cause and origin.
US EPA conducted response to provide spill oversight. Spill was contained and did not impact the river. Alfiniti hired Clean Harbors to conduct removal activities and to investigate cause and origin. The facility has a AST (10,000 gallon), above ground piping, underground piping and "tube baths".
Contaminated Soil will be excavated and properly disposed of. NC DENR will oversee the removal. The AST / Piping / and Tube Baths will be pressure tested for integrity investigation to determine source.
EPA will conduct SPCC Inspection in the future.
Facility is on the River. Overhead piping inside the building was not double walled. Building does not have secondary containment, cracks observed in the floor. Tube Baths inside the building do not have secondary containment. There is a emergency valve which flushes the oil to a retention pond in the event that there is a fire. The retention pond has a overflow to the river.
