Current Activities
The sediment within drainage systems at the Site were sampled October 15, 2008.  Soil immediately adjacent to the old storm drain location that runs through the middle of the facilty was also sampled at 2 locations.  

The October 15, 2008, analytical results indicate elevated concentrations (297 mg/kg) of PCB (aroclor 1242 and 1254) in the westside storm drain system.  The sample from the westside storm system also contained the contaminants TCE (550 mg/kg) and DCE (320 mg/kg) as well as numerous other organic contaminants.

The October 15, 2008, analytical results also indicated lower concentrations (about 6 mg/kg) of PCB in the old storm drain system running through the middle of the facility.  This sample also contained minor amounts of TCE and DCE.

The October 15, 2008, analytical results of soil samples did not indicate elevated PCB or other contaminants.  The data support previously collected information suggesting that the PCB contamination may be limited to sources located within and migrating through drainage systems connected to the former facility.

The storm and surface waters near the Site were again sampled on October 16 and 17, 2008.  The sampling of October 17 was conducted during a minor rain event that was observed to raise water levels in the storm drains and nearby Beaverpond and Whitley Creeks.

The results of the October 2008 surface water sampling event indicated that the highest concentrations of PCB congeners continue to be found in the storm drain system at the Lin Electric Site.  The concentrations of PCB congeners at the Lin Electric Site are an order of magnitude higher than other locations.  

Samples from the storm and surface water as well as sanitary sewer liquids were collected on December 11, 2008.  The sampling was conducted during a storm event and was coordinated with both WV DEP and VA DEQ.  The analytical results indicate again that the storm water migrating through the Lin Electric Site contains the highest levels of PCB.  PCB was also found migrating in waters collected from Whitley Creek and within the storm sewers of Cherry Street and Lynn Street.  Additonally, similar concentrations of PCB were found in the sanitary sewer outside of the Lin Electric facility.  The data again suggest that PCBs are migrating from the Site, but that PCB could also be originating from other sources upstream of the facility.  Finally, the data indicate that PCB sources could be contributing contaminants to both the storm and sanitary systems.

On March 10, 2009, the remaining concrete structure at the Site was sampled to determine if the facility itself could be a source of PCB contamination in addition to the drainage features.  The facility underwent extensive PCB remediation in the 1980s including removal of some of the floors and remediation of the concrete.  The intent of the March sample activity was to evaluate if the concrete had become significantly re-contaminated.  The concrete areas sampled were briefly washed off prior to sampling to remove surface residual material.

The analytical results of the concrete do not indicate significant re-contamination of the concrete.  The limited analytical information indicates that the PCB concentrations are similar to those remaining after remediation of the facility in the 1980's.  As such, it does not appear that the concrete slab remaining at the Site must be considered a source of PCB contamination. The lone exception is an area near the entrance to the basement.  This area, however, was and is still subject to activity relating to the EPA response action involving the basement and drainage features.  As such, the result of PCB contamination in this limited area is inconclusive as to its cause aqnd will be remediated.

The response action was re-mobilized during the week of April 20, 2009.  The primary goal of the remainder of the EPA Action will be to remove the significant sources of PCB from the Lin Electric Site.  The drainage features will be removed.  The pits and features in which contaminated waters originated and migrated will be cleaned and filled.  The known sources of PCB contamination and PCB will be removed.  The objective of the action is to mitigate future releases of PCB from the Site into the area surface waters and to remove PCB sources that contribute to this contamination.
