Current Activities
During this reporting period the FOSC completed an initial IAG with the USACE for removal management and contractor expertise.  The FOSC met with the USACE Project Manager, at nearby Edgewood Arsenal, on two occasions.  The initial IAG requires the USACE to provide site security.  The START contractor has not been able to provide this service since June 30, due to contract issues.  In addition, the USACE will begin work on various documents including a Project Management Plan and a Site Health and Safety Plan.  Pending approval of the Action Memo, another IAG will include the management of and completion of the overall time critical removal.

On July 13, 2005 the FOSC met with a reporter, on site, from the local newspaper as per a previously agreed upon commitment.  However Mr. Sprye as well as seven other farmers/residents were on site to greet the FOSC and to vociferously argue Sprye's case regarding allowing him access to the site for crop (winter wheat) removal.  The FOSC had previously discussed with Sprye and his attorney the limits regarding his access to the farm.  Over 100 acres is available to Sprye for crop removal whereas the firehole area representing 55acres was deemed too hazardous and Sprye was asked to stay off this area.  The FOSC reiterated this position to Sprye and his associates.  The FOSC reported this confrontation to the EPA site attorney shortly thereafter.    


Planned Removal Actions
FOSC awaiting Action Memo approval.

FOSC to continue prep work with the USACE in the run up to the action memo approval and subsequent IAG.  Scope of Work for this IAG is under development.
