Site Description

Current Activities
During this reporting period the EPA,USACE,MDE,InfoPro,local FEMS met on site to conduct the field "kickoff" meeting on Feb 7, 2006.  All agency and individual roles and responsibilites were identified and discussed.  The Site Health and Safety Plan and Emergency Response Plan were discussed with all questions answered by the FOSC and USACE.  The local FEMS was provided tour of site and felt comfortable with their ability to respond to an incident at the site.  The FOSC encouraged them to return with other shift personnel to familiarize all FEMS response personnel.  

On Feb 7, 2006 INFOPro personnel initiated site removal activities. Starting at grid A6, the "mag and flag" operation, which entailed the metal detection and flagging of ferrous items, was initiated. Refer to attached map depicting the site grids. To date grids, A6 thru G6 have been magged and flagged.  Due to heavy snow received on Feb 11/12, magging and flagging activities were slowed during early parts of the week of Feb 13.

On Feb 16, INFOPRO positioned the two explosive magazines on site as per the Site Work Plan.  With these two magazines in place, site intrusive activities commenced in the afternoon of Feb 16.  Intrusive activities to include the hand digging of flagged items in Grids A6 thru G6.  Refer to Work Plan on more specific info related to Phase I activities.

On Feb 16, EPA and MDE briefed the Cecil County Commissioners in Elkton.  EPA and MDE assured that additional briefings to update the commissioners on site removal activities will occur.      
    





Planned Removal Actions
Continue with Phase I activities.  Phase II activities pending completion of Phase I and also approval of the USACE ESS.
