Work Mission Statement:
Safely and efficiently investigate and remove Munitions and Explosives of Concern (MEC); Materials Potentially Possessing an Explosive Hazard (MPPEH), Munitions Debris (MD) and explosively contaminated soil(TNT) from the Elkton Farms Firehole Site, as defined in EPA's geophysical study.
During this reporting period the intrusive activities continued within grids: C3,G6 and J5. These activities included magging and flagging of all metal items and the hand digging/shovelling of these flagged materials. In addition bush hogging and general brush clearing commenced in grids C2, B2, A2 and A4. These are preparatory clearing activities for Rangemaster work.
The FOSC continues to conduct a weekly conference call with MDE and USACE. This was instituted to assist with site communications.
The Rangemaster, originally scheduled to arrive on site on April 17 and then again on May 1 will not arrive until May 10. The delay was due to transport permit issues and sub contractor issues during the transport of this large piece of equipment from California. There is concern regarding whether it will be able to complete its mission on this site as it is due to be back on the west coast in early June. Site access issues continue to be worked with a private property owner along the path to the site. It is anticipated that this will be worked out by COB May 9, so that the Rangemaster can be brought on site without further delay.
On May 4 a blow in place demolition was conducted. Operations went well. Items destroyed were:
4-ea partial unfuzed 4lb incendiary bombs
1-ea 40mm unfuzed projectile w/partial filler
The location of the demolition was recorded as per our agreement with the USACE.
On May 4, IPC corporate Health and Safety Officer was on site to perform OSHA mandated training for site workers and to inspect site activities. In addition, she provided comments regarding EPA's proposed air sampling plan for Phase II activities. Implementation of this plan is anticipated for the week of May 15 when the Rangemaster is in full operation.
START under direction from the FOSC has procured the services of a UXO certified contractor to assist the EPA with ordnance identification and Phase II oversite activities. The contractor (Malcolm Pirnie Inc.) will be on site starting May 15.
