Work Mission Statement:
Safely and efficiently investigate and remove Munitions and Explosives of Concern (MEC); Materials Potentially Possessing an Explosive Hazard (MPPEH), Munitions Debris (MD) and explosively contaminated soil(TNT) from the Elkton Farms Firehole Site, as defined in EPA's geophysical study.
During this reporting period the intrusive activities continued within grids: B3,C3,G6 and J5. These activities included magging and flagging of all metal items and the hand digging/shovelling of these flagged materials. In addition bush hogging and general brush clearing continued in grids C2, B2, A2 and A4. These are preparatory clearing activities for Rangemaster work.
The Rangemaster, originally scheduled to arrive on site on April 17 and then again on May 1, finally arrived on site on May 09. The delay was due to transport permit issues and sub contractor issues during the transport of this large piece of equipment from California. Ingress of this large (140k lbs) piece of equipment, thru two separate farms, resulted in negligible impact to crop and soil. Both property owners have registered no complaints with the EPA.
Due to the USACE inability to obtain its HQ approval of the Explosive Safety Submission (ESS) for Phase II activities, the Rangemaster was limited to removal of site grass and topsoil. No intrusive activities were allowed. As the Rangemaster hopper filled with topsoil/grass it was determined that the shaker hopper would have to be manually checked for MD. The FOSC requested IPC/USACE to provide a HASP ammendment (SOP) for this manual action. See photo of this issue at https://www.epaosc.net/image_zoom_update.asp?counter=30634. Limited IPC personnel worked both on Friday and Saturday (May 12 and 13) to effect removal of this material from the shaker hopper.
START under direction from the FOSC has procured the services of a UXO certified contractor (Malcolm Pirnie Inc.) to assist the EPA with ordnance identification and Phase II oversite activities. This oversite contractor commenced his onsite activity on May 15.
