Work Mission Statement:
Safely and efficiently investigate and remove Munitions and Explosives of Concern (MEC); Materials Potentially Possessing an Explosive Hazard (MPPEH), Munitions Debris (MD) and explosively contaminated soil(TNT) from the Elkton Farms Firehole Site, as defined in EPA's geophysical study.
During this reporting period the intrusive activities continued within grids: G5d.
Both IPC and the USACE completed QC and QA of Grid G5d. The grid passed both assessments.
A controlled detonation of high energetics occurred on Aug 23 and Aug 31. MPPEH detonated included: 79ea 6” Burster Tubes, 645ea HE Boosters, (01) Unknown fuze; (01) 6 lb Incendiary Bomb Fuze; (01) 40mm BOFORS cartridge case primer; (01 Unknown primer; (08) pieces of 40mm Flare bases; (01) 40mm BOFORS cartridge case; (25) Unknown fuze pieces; (18) Magnesium firebomb pieces; (01) Unknown igniter tube; (09) Slap Flare components. Both detonations were conducted in Grid I4c.
IPC completed the staking of grid corners and re-acquiring UTM points. Many of the Grid points will be re-acquired, measuring by tape and each point will be identified by GPS/UTM using the same settings by IPC as has been used through out the project so the form of measurement is consistent and a log built for future use or a standardized correction.
Due to weather constraints (Hurricane Ernesto, high temps) minimal grid clearance activities occurred. The bulk of MPPEH/MEC/MD removed was essentially 8 pusher plates.
The USACE and IPC will demobe from the site on September 8. Site security will stay in place up thru September 15.
EPA ERRs contractor (GES Inc.) was issued a Task Order requiring site maintenance and site security. GES to subcontract for site security effective September 15. At an on site "handover" meeting on September 5 between the EPA, MDE, USACE, IPC and GES, logistics and planning for the handover was conducted. The USACE agreed to keep both the site trailer and magazines on site for EPA use.
Clean Harbors Inc will be onsite on Thursday, Sept 7 to package and remove the contents of both magazines. This includes both munitions debris and MPPEH considered not to be high energetic. This material will be sent to Clean Harbors Inc, Colfax, Tx. The FOSC checked compliance status of this facility with the off site EPA R6 contact on Aug 24. The facility was deemed to be in compliance.

FOSC to meet with MDE on September 12 to discuss scope of work for completion of remaining grids and fireholes. The FOSC anticipates implementing this SOW with an ERRs contractor towards the end of this year or early 2007.
