Work Mission Statement:
Safely and efficiently investigate and remove Munitions and Explosives of Concern (MEC); Materials Potentially Possessing an Explosive Hazard (MPPEH), Munitions Debris (MD) and explosively contaminated soil(TNT) from the Elkton Farms Firehole Site, as defined in EPA's geophysical study.
During this reporting period minimal site work was completed. The USACE and its contractor IPC were demobed on 9/09/06 signifying the completion of their work activity under the IAG.
Clean Harbors Inc. on Thursday, Sept 7 packaged and removed the contents of both magazines. This includes both munitions debris and MPPEH considered not to be high energetic. This material was sent to Clean Harbors Inc, Colfax, Tx. The FOSC checked compliance status of this facility with the off site EPA R6 contact on Aug 24. The facility was deemed to be in compliance.
On September 12, 2006 EPA conducted a meeting with MDE to discuss future removal activities and overall scope of work to complete surface detection and removal of MEC as well as pit excavation activities. EPA FOSC plans to develop a scope of work for ERRs completion.
On September 13, 14 and 15, EPA and its ERRs contractor mobilized to the site to effect backfilling of the excavated pits to ensure optimium health and safety. A UXO tech escort contractor to assist with avoidance issues was onsite to guide the operators.
