Site Description
Work Mission Statement:

Safely and efficiently investigate and remove Munitions and Explosives of Concern (MEC); Materials Potentially Possessing an Explosive Hazard (MPPEH), Munitions Debris (MD) and explosively contaminated soil(TNT) from the Elkton Farms Firehole Site, as defined in EPA's geophysical study.            


Current Activities
USA Environmental under sub contract to GES continues to work the mag and dig approach, within Phase I.  Two teams of 5 people are separated under the MSD of 200ft.. Phase I geographical area consists of the low density grids surrounding the fireholes.  It is estimated that there are 30 to 35 Phase I grids.    

The following stats apply since remobilization occurred on April 24, 2007:
1. Grids Cleared Gov't QA: 9
   C4b,K4c,K4d,C4c,C3d,C3a,B3b,G5c,B3a
2. Total digs (anomalies): 5247
3. Total MEC found: 259
   MEC items include detonators,grenade fuze,blasting caps,tracer elements, etc. etc.
4. Total MD found: 141lbs
5. Scrap metal found: 108lbs

On 5/16/07 teams ceased all intrusive ops due to thunderstorms and lightning in the area as per HASP.

Specific grids that were worked and passed QA  this reporting period included B3b, G5c and B3a. Grids worked and that did not get completed included grid I5c. I5c was a demo area used by the USACE last year to demo approx 2100  burster tubes.    As a result numerous burster tubes and other fragmented metal items were detected within the demo holes and adjacent areas.  Most of I5c can be completed but unfortunately the area of the demo shot will need to be addressed during Phase II activities. Therefore I5c will not receive QA (Gov't) until then.



Planned Removal Actions
Teams will continue work in grids I5c,C3b and F2a during the week of May 21.

ATK representatives including the LEPC chair of Cecil County will meet with the OSC and contractor personnel on 5/22.  Purpose of meeting is to introduce site personnel, discuss emergency procedures between the EPA and ATK during demos and discuss communications.  

Herron 393 anticipates mobilizing its UXO contractor (Advent) on May 23 to meet with OSC.  Advent will be overseeing the geophysical study of the areas surrounding the site under MDE VCP authority.  Since Advent's work is primarily within EPA's 1095 ft. MGFD, close communication and coordination going forward is required.


Next Steps
Phase II revised work plan is under development.  EPA submitted general comments to GES and sub in April.  The Work Plan will be finalized after field bench scale testing is completed.  The bench scale testing is needed to ascertain screen size, soil consistency, soil moisture content and other.
