Work Mission Statement:
Safely and efficiently investigate and remove Munitions and Explosives of Concern (MEC); Materials Potentially Possessing an Explosive Hazard (MPPEH), Munitions Debris (MD) and explosively contaminated soil(TNT) from the Elkton Farms Firehole Site, as defined in EPA's geophysical study.
The following stats apply since remobilization occurred on April 24, 2007:
1. Total Grids Cleared Gov't QA: 36
2. Total digs (anomalies): 54,270
3. Total MEC found: 10260 (MEC items include detonators,grenade fuze,blasting caps,tracer elements, incendiary bomblets, flares etc. etc.)
4. Total MD found: 2021lbs.
5. Scrap metal found: 1202lbs
Specific grids that were worked and passed QA this reporting period included G1b,H4c,K1b,J1b.
EPA anticipates initiating Phase II excavation activities during the week of September 17, 2007. The Phase II work plan is presently being reworked to include all materials handling concerns, air sampling for particulate and asbestos and specifics regarding the hydro aeration of the commingled debris, MEC, MD and ACM tile. The bottom screen diameter will be 3/8inch which will ensure that all MEC greater than 3/8inch will be captured and handled. The small dets/primers (as per the Small Primer and Detonator Cup Hazard Characterization Study Report) will end up in the sed ponds at this time. ACM tile debris greater than 3/8inch will be stockpiled with the other non MEC debris on site.
The Marley Road construction by Herron 393, is on temporary hold pending release by the County due to inadequate erosion control measures. As previously documented this new road will provide for site access of equipment and materials to the site. Without this access, costs for bringing materials and some equipment to the site in support of Phase II will be increased.
During the week of September 3, 2007 site activities will be limited to construction of Phase II support items including erection of piping and wash stations. No uxo removal activities will occur due to USA being off site for vacation purposes.
FOSC continues to conduct weekly project management meeting/conference call, which includes EPA, MDE, Start, GES, USA and RMC both field components and their offices. FOSC continues to participate in biweekly conference calls with MDE, ORC and site assessment regarding site progress and site issues.
FOSC is compiling comments on the Phase II Hydro Aeration Work Plan, Air Monitoring and Sampling Plan for Phase II and the Small Det Primer Characterization Study Report to GES. FOSC also pulling together comments on his $6mil Action Memo for HQ approval.
Marley Rd. Bridge construction is still in holding pattern pending release by Cecil County of their cease and desist work order to Herron 393.
