Formal EPA involvement with Palomar began on February 16, 2005 with the issuance of a general notice of CERCLA liability to the property owner and oversight of property owner funded immediate stabilization activities. PRP funded activities continue under the terms of a CERCLA 106 Order.

Enviroserv (removal contract to the property owner) completed Phase I removal activities on 3/16/05. This POLREP describes activities leading to the initiation of Phase II removal activities.

PRP consultant SCS Engineers (SCS) performs Phase II sampling as per the approved Phase II Sampling and Analysis Plan (SAP). The START conducted oversight of the sampling.
6/10/05
SCS submits preliminary Phase II sampling data and maps to the EPA/START. Also included are proposed excavation areas and building material removal locations based on the resultant data. SCS states that the formal sampling report will be provided by June 24, 2005.

EPA/START forwards comments to SCS regarding SCS’s proposed excavation areas.
6/20/05
OSC Benson spoke with the Enviroserv Response Manager to discuss the preliminary Phase II data set and scope of Phase II cleanup activities. Enviroserv and SCS schedules dictated that mobilization for Phase II would not occur any sooner than mid-July.
7/13/05
No formal sampling report and/or Phase II workplan received to date. EPA/START contacted Enviroserv and SCS for an update on the status of a removal plan. The group continues to combine Phase II sample data with data from previous investigations to calculate the volume of shallow soil to be excavated in order to mitigate short term public health risks from the site and to assess appropriate disposal methods for building materials. An on-site meeting was scheduled for July 19, 2005 to finalize the scope of Phase II.
7/19/05
On-site scoping meeting attended by OSC Benson, START, RWQCB P, Peuron, Enviroserv RM, and SCS C. Pryatel. Phase II sampling data and proposed excavation area maps were reviewed. Minor modifications to the originally proposed excavation areas and building material removal locations were approved. The scope of Phase II operations were fully outlined and Phase II mobilization was scheduled for the following day.
Phase II cleanup activities will take approximately two weeks to complete. OSC R. Wise and START staff will oversee the completion of remaining work.
A. Contaminated concrete/berm material/shallow subsurface soil excavation in designated areas. Perform confirmation sampling.
B. Contaminated building material removal in designated areas.
C. Removal of designated surface soils in adjoining residential yard.
D. Locate and plug industrial sewer connections with Escondido Public Works Dept. oversight.
E. Backfill, grade excavation area in Bld. #4.
F. Research scrap/re-use issues for identified vats, clarifiers remaining on-site.
Proper Phase II completion will fulfill the property owner’s requirements under UAO 9-2005-0010 and serve to mitigate the immediate threats posed by the facility. Additional assessment work for potential long term soil and groundwater remediation and site reuse will be addressed by the RWQCB – San Diego Region as it determines is necessary. OSC Benson has coordinated early and often with the RWQCB to ensure an effective transition.
