Site Description
The Browning Lumber Company operated a pressure treatment facility at the site location until 1996 and a sawmill at the site location until 1998.  Chromated Copper Arsenate was utilized during the pressure treatment processing of lumber and the company obtained an EPA ID number for hazardous waste activity in 1987; the company also received a WV/NPDES Permit for operation of the treatment facility.  

Since the facility's abandonment in 1998, a fire destroyed portions of the facility.  However, during an inspection conducted by WVDEP in July, 2002, to evaluate compliance with the West Virginia Hazardous Waste Management Act, residual products from the operations conducted at the facility were observed on the site.  WVDEP observed that human trespassing was occuring at the site by evidence of dumped materials and trash.  WVDEP conducted TCLP sampling and determined that elevated TCLP values for arsenic were present in one of the pressure treatment vessels and in the soil below the vessel.  
WVDEP contacted EPA Region III and requested that they take the lead in conducting a full assessment at the site and take any necessary actions in mitigating the threats at the site.


Current Activities
a.  START corresponded with the property owner and questioned the existence of UST's on the site.  The property owner stated that they contained diesel and gasoline, were emptied, and were removed from the property.  START verified this information with WVDEP.
b.  START completed a sampling plan for the assessment and submitted it to OSC Kelly for approval.  START procured laboratory services for analyses of the following: 11 water and sediment samples for BNA, PEST/PCB, and metals; 10 soil samples for BNA, PEST/PCB, and metals; and 44 soil samples for metals.
c.  START mobilized to the site on February 14, 2006, and collected 11 water and sediment samples for BNA, PEST/PCB, and metals analyses.  START also collected a field blank.
d.  On February 15, 2006, START packaged the water samples for shipment.  However, a laboratory assignment was not received in time to ship the samples that day.  START met with WVDEP and mobilized to the site.  START and WVDEP familiarized themselves with the locations on site where elevated arsenic and chromium were determined.  START flagged all potential sample locations on site. START and WVDEP demobilized from the site.
e.  On February 16, 2006, START completed shipment of all site water samples and shipped eight coolers to the appropriate laboratories.  START met with WVDEP and mobilized to the site.  START collected two sediment samples and 47 soil samples from the site.  START photographed each soil sample location and collected GPS data from each location.  START documented all samples in the logbook and on the site map.  START and WVDEP demobilized from the site.
f.  On February 17, 2006, START was contacted by EPA's CST and informed that the laboratories could not meet the requested 14-day turn-around time (TAT) for the preliminary data; the TAT was changed to 21 days.  START completed packaging all sediment and soil samples.  START shipped five coolers containing 13 sediment samples and 47 soil samples to the appropriate laboratories.  The 13 sediment samples and 11 soil samples were to be analyzed for BNA, PCB/PEST, and metals.  The remiaining 36 soil samples were to be analyzed for metals only.
g.  START contacted OSC Kelly and informed him that the assessment was complete.
h.  START demobilized on February 18, 2006.  


Planned Removal Actions
No removal actions are planned at the site at this time.

Next Steps
a.  Following receipt of the validated data, START will complete a Trip Report for the Sampling Assessment at the site.  START will incorporate the validated analytical data into the report and compare the data to current EPA RBCs and ERGs.
b.  OSC Kelly will review the Trip Report and determine if a Removal Action is warranted at the site.  If a Removal Action is warranted, an Action Memo will be drafted for a Removal Action at the site.
c.  OSC Kelly will continue coordination of all Site activities with state and local officials as well as keeping the property owner informed of all site activities.


Key Issues
The Browning Lumber Company used Chromated Copper Arsenate at the site in prior years to treat lumber at the facility.  The by-products of the treatment process could have potentially contaminated the surrounding soils with arsenic, a known carcinogen.  Elevated TCLP values for arsenic obtained by WVDEP in prior surface soil samples verified that arsenic contamination is present at the site.
