From 1956 until approximately 1976, Industrial Metal Alloy Company, operated a solder manufacturing company at the Site. Taracorp, Inc., and its predecessor corporations leased the Site to operate a solder manufacturing facility at the Site from 1976 through 1993. The building and property was donated to the North Carolina School of the Arts Foundation, Inc. and is currently being used as a warehouse. NK Holdings, LLC was formed in 2005 and is the corporate successor to Taracorp, Inc.
The Site is bordered on the south and west by a residential area with and is bordered on the north and east ends by commercial and light industrial properties. The Site occupies approximately 1.06 acres, including one main building, an asphalt parking lot, and a wooded area at the rear of the Site running downhill to an unnamed tributary. The nearest residence is located adjacent to the site along the western edge.
Brown and Caldwell, serving as the technical representatives for NK Holdings during the removal action, has developed a Removal Action Work Plan and a Sampling and Analysis Plan. The final version of these plans was approved by EPA on May 23, 2007.
Brown and Caldwell mobilized to the site on June 13, 2007 in order collect soils screening samples from four properties adjacent to the Industrial Metal Alloys facility. These samples are identified as Type 1 samples by the Removal Action Work Plan and will be used to identify which of the parcels will require some or all surface soils to be excavated to remediate lead contamination.
EPA accompanied Brown and Caldwell on this sampling event during June 14, 2007 and collected soil data using a Niton XRF-722p and GPS data using a Garmin GeoXT. EPA collected in-situ surface soil samples from three of the four parcels (2117 S Main Street, 10 E Acadia Avenue, 2100 Sunnyside Avenue) [it should be noted that XRF data was not collected in compliance with EPA SW-846 draft method 6200; also note that instrument calibration was performed prior to mobilization and upon return of the instrument, but was not performed during sampling. The intended purpose of XRF sampling was to provide corroborating evidence for the conclusions made from Type 1 sampling results.]
- Sampling to determine the aerial and vertical extent of contamination on-site and on adjacent properties. (ONGOING)
- All soils and sediments on-site and on adjacent properties which are contaminated above RALs shall be excavated.
- All wastestreams shall be disposed of by appropriate measures as determined by the disposal profile.
- Restore areas which are disturbed by the removal action to their pre-removal state to the maximum extent practicable.
If Type 1 samples indicate that a parcel contains elevated levels of lead contamination, Brown and Caldwell will undertake a second round of sampling. This second round, identified as Type 2 samples by the Removal Action Work plan, will divide a parcel into grid sections in an attempt to identify which portions of the parcel will require excavation as opposed to excavating all exposed surface soils.
Proposals from removal contractors to perform the excavation, disposal, and restoration work are being evaluated by NK Holdings. A contractor selection is expected to be finalized prior to July 30.
