Current Activities
On December 3, 2007, HEPACO uncovered a buried drum in the waste pile at the SE corner of the IMACO property in grid K16.  The drum was removed and placed in a poly overpack.  Limited sampling equipment on-site allowed only a visual observation of the contents and pH paper reading to be taken.  The drum contained a white/yellow solid powder with a pH reading of approximately 12.  HEPACO informed EPA OSC Huyser, Brown & Caldwell, and the PRP on the morning of December 3 regarding these findings.  As the finding and sampling of unknown drums had not been explicitly written in the Work Plan or HASP, EPA immediately advised HEPACO to cease all sampling and handling operations of unknown containers until proper PPE and sampling materials could be mobilized to the site.  The HASP and Field Sampling Plan will henceforth require that Level B PPE with spill protection clothing be worn for handling of unknown drums; Level B PPE will also be required for sampling of unknown liquids and/or volatile materials, while Level C PPE with full face mask and appropriate respiratory cartridges will be worn for sampling of nonvolatile solids.  A Hazardous Classification kit may be mobilized to the site in order to identify unknown materials that may be discovered in the waste pile.  PID meters were mobilized to the site to conduct additional air monitoring during potential drum handling activities in the future.

Excavation of waste pile in grids K12, K13 and K14 continued on December 4.  Debris was found at depths of 2 to 8 feet above ground surface.  Kettle bottoms, debris, and soils were segregated in separate piles.

A second unknown drum was discovered in grid I17 on December 5.  HEPACO conducted a Level B entry to handle and sample the contents of the drum.  The drum contained a solid material with neutral pH.  XRF readings of the material indicated elevated levels of lead up to 398ppm.  The Winston-Salem Fire Department volunteered the use of their mobile spectrometer to sample the material.  The readings indicated that the product was most likely an industrial cleaner.

Also on December 5, grid M15 was excavated using hand tools due to the close proximity to the silt fence, creek, and trees; backfilling began in grids K22 and L22.

On December 6, HEPACO loaded and transported off-site for disposal stockpile three.  22 loads were sent off-site with at an approximate total of 365 tons.  To date, approximately 1201 tons of soil has been transported off-site for disposal.  Also, approximately 250 cubic yards of fill material and 290 cubic yards of topsoil have been brought onto the site to complete restoration.

- Analysis of soils in grids G24 and G25 for VOCs, SVOCs, PCBs, Metals, Organics, Oils, and Greases
- Remove slag and possibly soils from mound near corner of GMAC building
- Locate recycler that will accept slag
- Continue excavation of waste pile at SE corner of IMACO property
- Continue other excavation, backfill and restoration activities


Key Issues
EPA and BC have thus far been unable to contact the property owner for of the Colter Electric Yard at the corner of Acadia Avenue and Sunnyside Avenue.  Soils in the Colter Electric yard may be contaminated with hazardous substances other than lead. If this is the case, HEPACO will not backfill the excavated grids where these substances are found until the contamination can be addressed.
