Tennessee Wheel and Rubber manufactured small wheel assemblies and casters. A foundry for casting aluminum and synthetic rubber production were the primary manufacturing processes. In February 2005 (approximate date), the corporation was bankrupt and dissolved. Drums of hydraulic oil, acids, and solvents were staged outside after a fire that occurred after the facility shut down. Some drums were empty but filled with rainwater. It appears that residue and storm water mixed in the empty drums.
Two buildings and a courtyard between comprise the facility. The area is mixed residential and commercial. Residences are within approximately 200 yards of the facility. Both buildings are in poor repair and rainwater has flooded each building.
All the drums were rusted, in poor condition, and represented potential releases or discharges to the environment. One drum of hydraulic oil was leaking, and it was difficult to discern if other drums had already leaked their entire contents. Runoff from the leaking drum and an oil saturated area inside the north building may have been the cause of the sheen which was carried with the storm water runoff into the Metro Nashville Sewer (combined overflow) System.
OSC deployed to inspect and stabilize site. ERRS (Kemron)& START (Tt EMI)mobilized to assist OSC. Site work began on the morning of November 6, 2006. ERRS transferred approximately 200-(55-gal)drums discovered located in dense vegetation on the north side of the property. Approximately 20% of drums contained product (resin with little to no liquids). START documented response activities and collected two water samples from standing water locations: 1-) The front loading dock area off of 18th Avenue N. and 2-)The "court-yard" at the main front gate (see cover image on the Site's main page) that was constructed during the July 2006 ER to prevent site run-off. The site activity lasted a two full days and EPA, ERRS & START demobilized late on November 7, 2006.

Unsecured site with evidence of vandalism. Vagrants using manufacturing material/resins to burn and provide heat. Material may be polymers that are toxic when burned. ERRS transferred drums into gated/secured zone in the south building and secured the main East & West gates to the courtyard. Breaches to the walls (corrugated metal ) of the North and South buildings enables access to the site and bypassing the fence line.
