Site Description
Please refer to POLREP #1 for a complete site description.

Treatment Building A is designated as the building area where operations occured from the 1950s to the early 1980s.

Treatment Building B is designated as the building area where operations occured from the mid 1980s till 2006.






Current Activities
1) Met with the Commonwealth of Kentucky to identify and discuss state ARARs on February 29, 2008.  

The ARARS regarding the Generic Statewide Ambient Background for Kentucky 95% UCL for residential properties pertaining to arsenic is 9.4 ppm.  The USEPA's Removal Action Level for arsenic in residential properties is 40 ppm.  EPA considers arsenic concentrations below the Removal Action Level to be outside the scope of the removal action.

EPA has collected samples of the unnamed tributary exiting the site, and found arsenic concentrations in sediments greater than background.  EPA does not consider these concentrations to represent an immediate threat and are also outside the scope of the removal action.  

2) Met with Winchester City Commissioners on March 18, 2008, to present upcoming activities to the site and surrounding residents.  

3) Created a support zone for the office and equipment by placing geo-textile fabric and rock over contaminated soils at the the site entrance area.  

4) Graded and channelized stormwater runoff to reduce contaminated sediments from exiting Site.  Runoff containing arsenic sediments will drain into outfall structure where the sediments will be removed and treated prior to discharge.

5) Removed metal canopy above drip pad area. The metal has been sent off for recycling.  

6) Pump out approximately 14,600 gallons of CCA wastewater from Treatment Building B.

7) Posted Factsheet No. 3 to the surrounding community with updated site activities.  The Factsheet is located on the "document" section of this website.

8) Disposed about 100 tons of nonhazardous soils, debris, and PPE.  Soils resulted from construction of outfall structure during the ER.

9) Created a staging area surrounded by a clay berm to contain hazardous debris on the drip pad.  



Planned Removal Actions
1) Divert clean stormwater runoff away from the site.

2) Conduct treatability studies to determine the best method to treat contaminated stormwater runoff at outfall structure.

3) Conduct an assessment at an additional residential property adjacent to the site that appears to be located within the spill pathway from Treatment Building A.

4) Remove Treatment Building B to access the tanks, pressure vessel, and the containment pit.  Air sampling will be conducted during this activity.

5) Remove and decon tanks from the Treatment Building B.

6) Remove contaminated pressure vessel from Treatment Builing B and stage onto drip pad.

7) Fill in or excavate the pressure vessel containment pit.  Any remaining CCA wastewater/sludge will be removed and disposed of as a listed hazardous waste.

8) Remove and dispose of concrete drip pad.

9) At the request of the Winchester Municipal Utilities, seal and abandon sanitary sewer line from CCA processing plant by installing grout, sand, and T-handle aluminum gripper plug.



Key Issues
It was noted that a test pit nearest Treatment Building B had filled with CCA wastewater from the containment pit.  After removing some of the CCA wastewater from the containment pit, the CCA wastewater in the test pit receded.  After the new treatment building is removed, soils surrounding the test pit will be removed and disposed.    

EPA will need to further evaluate this area when the new treatment building has been removed.
