The Site is in a residential area called Aspen Park, which is located near Conifer, Colorado.
The Site contains the residences and associated buildings/businesses of a small mountain community.
In 1994 a sampling of a drinking water well by the Colorado Department of Health (CDH), in accordance with Colorado drinking water regulations for "non-transient non-community" systems, showed the well containing CCl4 in concentrations (9 parts per billion [ppb]) above the Maximum Contaminant Level (MCL) [5 ppb]. Four other drinking water wells within a 1/2 mile radius also were tested with no detections of CCl4.
As a result of concerns expressed by the Aspen Park community members, EPA 8 began a Site Investigation (SI), requiring sampling of the wells sorrounding the 'suspect well'. The purpose of the SI was to:
- Determine whether possible exposure to contaminated water extended to other Aspen Park wells;
- Begin to assess the extent of contaminated ground water;
- Identify potential cources of contamination, and;
- Collect non-sampling data for site screening.
Between 09/24 - 10/27, 1994, 130 wells were sampled at the request of EPA 8, as part of the SI. Twelve (12) wells showed >30 ppb CCl4 (ranging from 41-8,500 ppb). In accordance with National Guidance for establishing Removal Action levels for contaminated drinking water sites, a site-specific Action Level of 5 ppb was developed, based on a detailed analysis of conditions at the site, by Region 8 toxicologists. These levels have been established in order to ensure adequate protection of the health of residents.
On October 24, 1994, EPA 8 began supplyng bottled water to 24 residences.
Continue providing bottled water to selected residences.
Collect and evaluate additinal water samples so as to further delineate the contaminate plume, and to assist with remedy deliberations.
Review sampling data and remedy deliberations with the community.
