Current Activities
ACTI continues cleanup in the creek.  ACTI had 75 laborers working in the creek manually removing oil contamination.  Oil is being removed using shovels and rakes to uncover buried oil.  On January 9, 2008, ACTI began a Permit Required Confined Space Entry underneath the County Road Yard building to remove oil.  There is an oil plume 3-4" thick spanning the entire length of the building.  The oil was removed using a supersucker vacuum truck.  A temporary surface impoundment for this oil removed from the supersucker was built near the tankfarm and vacuum truck was emptied into it for temporary storage of the oil until it can be loaded into roll-off-bins.

Greka has completed the gross decontamination of the pad above the creek (removal of visual black oil).  Greka is continuing to decontaminate the tank farm.  Greka sealed the 12' drainage conduit in the secondary containment by welding a new top on it.  The old top was siezed by DFG as evidence.

Greka has publically claimed sabotage caused this spill resulting in a number of areas on-site being marked as crime scenes by DFG.  DFG is maintaining a 24-hour presence on-site to maintain chain of custody.

On January 10, 2008, EPA collected soil and water samples from the impacted areas to document the contamination and determine how the cleanup is progressing.  EPA also collected a number of background samples to help establish a action level.  The samples will be run for Total Petroleum Hydrocarbons, Volatile Organic Compounds and Semi-Volatile Organic Compounds.


Planned Removal Actions
1.  Greka is going to scrape two inches of soil of the entire drainage pathway prior to entry into the creek.
2.  Continue cleanup of the creek.
3.  Continue cleanup under the County Road Yard building.
4.  Continue decontamination of the tank farm.


Next Steps
1.  Complete the gross contamination removal from the creek.
2.  Complete decontamination of the tank farm and adjacent areas.
