The ERRG UXO contractor completed the assessment of three of the four conex boxes involved in the fire. The conex in which fire originated has undergone a partial assessment. A large amount of fire impinged live ammunition has been found in the conex boxes. The dimilled firing mechanism of a grenade was also found in one of the boxes. ERRG determined it not to be a hazard. Two fire damaged boxes of marine flares were also found in the conex boxes.
The Pacific Strike Team (PST) arrived on-site today. PST in cooperation with the START continued to sort the live ammunition from the expended ammuntion.
The PRP notified EPA today, that he was abandoning the gun powder and would no longer seek to remove it to an alternative storage location.
Representative from the Los Angeles City Attorney's Office, Councilman Dennis Zine's office and the FBI were on-site today to view the site.
1. Complete the assessment of the fire impacted areas.
2. Address the fire impacted ammuntion (see Key Issues).
3. Dispose of all fire impacted chemical containers.
4. Pack the explosive powders for transportation to San Diego.
5. Once the fire impacted area has been cleaned, conduct a soil assessment and any excavation needed.
1. Assessment of the fire impacted area will continue into next week. The assessment includes segregation of fire damaged live ammunition from empty brass, iventory and HAZCAT of chemical containers, collection of samples as needed and the continued assessment for ordance by the ERRG UXO staff.
2. EPA and its contractors will begin the search for abandoned gun powders throughout the site including the yard and all buildings. The powders will be shipped to San Diego for destruction by the San Diego Co. Sheriff's Dept/ Bomb Squad. All powders will be examined by the ERRG UXO staff for stability prior to transportation.
1. The fire damaged live ammunition is transport forbidden and will have to be addressed on-site. OSC Wise has contacted several local area bomb squads to see if EPA can borrow or contract with them to use their ammunition destruction devices.
2. OSC Wise has requested LAPD Bomb Squad transport the explosive powders to San Diego for destruction. The Bomb Squad detectives are currently seeking management approval. If LAPD can not transport, ERRS will either contract a transporter or the OSC will arrange for other suitable government transportation.
3. On June 5 and 8, 2009, a representative of Los Angeles City Councilman Dennis Zine was on-site for a tour and briefing. The representative stated that the Councilman will want an on-site briefing next week. OSC Wise has advised EPA's Congressional liaison office in San Francisco of the political interest. There is no press interest at this time, but that could change with the Councilman's visit to the site.
4. EPA has requested the City of Los Angeles provide solid waste roll-off bins for the solid waste debris and dispose of the solid waste. The request has been made through LAPD and the local City Council members office. If the bins can not be provided, any burned solid waste debris will be left on-site.
