Site Description
OSC Dave Andrews initiated an emergency response action at the Crowders Mountain State Park after discovering numerous abandoned drums during a Removal Site Evaluation.  Orphaned drums, containing product, are scattered about the site.  Drums are in poor, delapidated condition and are unidentifiable and without legible makings.  Located on the two-acre site are several open excavation pits and two stockpiles of hazardous materials (i.e.: soil/crushed drums & debris with contamination above TCLP levels).  

Residential properties and a creek border the site.  Erosion and sedimentation countermeasures are not in place.  Organic vapors were identied in the ambient air throughout site.  Source contamination primarily consists of miscellaneous paint/lacquers/solvents.  

ERRS and START contractors were mobilized on 9/16/09 to support the response actions.


Current Activities
ERRS and START have mobilized to the site to evaluate site conditions, stabilize the off-site drainage, product stockpiles (consisting of contaminated soil, debris and drum carcasses), and coordinate disposal.  ERRS is installing silt fencing down-gradient along the southern edge of the property.  Additional burrial pits have been identified.  START is reviewing documents provided by the the North Carolina Department of Environment and Natural Resources (NCDENR) to prepare an expanded assessment that will aide ERRS in their drum & product recovery and disposal phase of the response.  OSC has reviewed and approved Site-Specific Health & Safety Plan.

Planned Removal Actions
Continue identification of additional burrial areas and coordinate disposal of existing stockpiles. START will begin a grid sampling plan to locate any remaining burrial areas, delineate extent of site contamination and provide air monitoring during removal operations.
