Start Date: 9/17/2009
Pollution Report (POLREP) #6
Site Description
EPA Region 4 On Scene Coordinator initiated an emergency response action at the Crowders Mountain State Park after discovering numerous abandoned drums during a Removal Site Evaluation.  Orphaned drums, containing product, are scattered about the site.  Drums are in poor, dilapidated condition, unidentifiable or without legible makings.  Located on the two-acre site are several open excavation pits and three stockpiles of soil/crushed drums & debris with contamination that tested as RCRA Hazardous or above TCLP concentrations for lead and VOCs.

Residential properties and a creek border the site.  The OSC documented that erosion and sedimentation countermeasures were not in place.  Organic vapors were identified in the ambient air throughout site.  Source contamination was tentatively identified as miscellaneous paint/lacquers/organic solvents.

ERRS and START contractors were mobilized on 9/16/09 to support the response efforts.

Current Activities
Drum excavation and staging continues.  sixy-eight (68) drums have been unearthed consisting of 15 partially filled and 43 empty drums during this reporting period.  The drum staging area has been relocated to the southeast corner to allow for further excavation on the northern area of the site.  START continues to conduct air monitoring in addition to categorizing drums (HazCat) and developing waste streams for disposal.  ERT conducted a site visit and consulted with OSC on removal operations and future disposal options.

Planned Removal Actions
ERRS: Continue to excavate, stage and categorize drums working across the site toward the northwest of the site.

START: Continue compatability testing of drum contents/residues and site & work area air monitoring.

Key Issues
Over the past two weeks site activity and work production was hampered due to snow, melt-off, & rain.  Heavy equipment work on site was prohibited due to slick and muddy conditions. The OSC approved a temporary demobe of personnel until weather and site conditions improve to allow site work.

Disposition Of Wastes
Three stockpiles of contaminated soil & debris were treated with superphosphate fertilizer (TSP) to stabilize lead and Toluene and disposed at Subtitle-D facility.  Diposal took place on November 6,7 & 9, 2009 and 43 truck-loads to the land-fill at a cost of approximately $24,534.74.
