The 2020 Daniels Road Site is located in Howard County, Maryland, adjacent to the Patapsco River and the B&O Railroad just down stream of Jones Falls. The goal of the project, being performed under the Oil Pollution Act, is to remediate #6 oil contamination associated with the seeps observed to emanate from the property into the Patapsco River.
The OSC issued a PRFA to the US Army Corps of Engineers (Baltimore District) to complete the following objectives.
a. Implement immediate response measures to collect oil sheens and globules on the surface of the Patapsco River along the river bank adjacent to the Site;
b. Conduct assessments to ensure field investigation and remediation activities do not adversely impact historical structures or endangered species, if any are present on or adjacent to the Site;
c. Perform a field investigation to identify the source(s) of the oil sweeps and define the extent of subsurface and sediment contamination associated with the sweeps;
d. Evaluate alternatives for remedial action and designing the selected remedy;
e. Remove/remediate the source(s) of the oil sweeps; and
f. Implement remedial measures designed to prevent further migration of oil into the Daniels Road property from migrating to the Patapsco River.
a. Control of the release of oil from the Site into the Patapsco River continued throughout the month of August. Normal site work commenced at the Site during August and the crew maintained the release control during the month.
b. OSC Bob Kelly met with the Army Corps of Engineers and the sub-contractor (PLEXUS) to discuss the proposed approach based on constructability and the potential savings over 250K to the project. The sub-contractor was directed to draft a Corrective Action Plan based on a cut trench filled with flowable fill, or concrete. This would serve as the remedial design.
c. During the second week of August 2005, the Sub-COntractor resumed clearing, grubbing, tree removal and by the end of the month completed those activities, then started excavation of the slope access and work pad are on the slope for excavation. The deployment of the Aquadam and protective upstream barrier occurred on 17 August and was placed just outboard of the release control system and it will serve as release control, sediment and erosion control, and as a water barrier during site activities and excavation. The contaminated water trapped behind the Aquadam will be pumpted and treated on Site.
d. On August 22 and 23, the water treatment system was delivered to the Site and assembled. Immediately, the draft of the water discharge and use permit (to meet the substantive requirements) was sent to MDE.
e. With the installation of the Aquadam, the release of oil into the Patapsco River is being controlled and will be removed by the water treatment system starting in September.
f. OSC Kelly contacted the NPFC Case Officer, Mr. Pat Ryan, and increased the funding for the project by $600,000.
a. The Army Corps of Engineers will continue to perform daily oversight of job performance of sub-contractor and provide the OSC with updated progress reports.
b. OSC Kelly will continue to provide the state and local officials with progress reports and conduct periodic visits to the Site to assess site activities.
c. OSC Kelly will continue to provide updates to the NPFC Case Officer and submit monthly progress reports and invoices to be paid to the US Army Corps of Engineers.
