Site Description
Site is the location of 9 abandoned oil wells that are leaking into Laurel Run which is a tributary to Goose Creek that runs into the Ohio River.

Current Activities
a.  On March 10, 2004, OSC Kelly increased the PRFA amount from $45,000 to $240,000 to address plugging activities on the nine identified abandoned wells.
b.  On March 11, 2004, WVDEP and its contractor inspected the site condition and determined how to build access roads to the locations of the nine wells.  The contractor placed booms in the tributary of Laurel Run in the vicinity of the wells and determined a location for an underflow dam in order to contain the leaking oil.
c.  On March 17, 2004, surveyors gathered information from the well locations in order to construct plat maps.
d.  On March 18 and 19, 2004, WVDEP and the contractors began mobilization of equipment into the site.  The contractors began construction of culverts along the tributary of Laurel Run and began construction of well sites 1, 2, and 3.
e.  During the week of March 22, 2004, the contractors worked on building access to all nine wells and made preparations for rig placement at the sites.
f.  During the week of March 29, 2004, the contractors began plugging on well 2 and completed plugging activities by the end of the week.  The contractors rigged up on well 1 on Friday, April 2, 2004.  START was present on site during this week to provide photo and written documentation to OSC Kelly.
g.  During the week of April 5, 2004, the contractors worked on plugging activities on wells 1 and 3.  Well 1 was plugged on Monday, April 5, 2004.  Reclamation was completed on well locations 1 and 2 on Tuesday, April 6, 2004.  The contractor rigged up on well 3 on Tuesday, April 6, 2004, and completed plugging activities on this well on Friday, April 9, 2004.  Two lines of casing required cutting and removal from this well.  Throughout the week, the contractor worked on completion of access roads and rig preparation on locations 6, 8, and 9.  START was present on the site during this week to monitor plugging activities and track cost documentation for OSC Kelly.
h.  On Monday, April 12, 2004, heavy rains at the site slowed reclamation activities on the location of well 3, but was completed.  Heavy mud at the site delayed rig movement until Tuesday, April 13, 2004, to well 4; the contractors rigged up on well 4 and began pipe recovery.
i.  Due to the heavy rains on April 12 and 13, 2004, START inspected the condition of all of the wells that had not been plugged to observe the rate of oil discharge and to photo document these conditions for OSC Kelly.


Planned Removal Actions
Removal actions at the site include plugging operations on the nine identified wells in order to mitigate the threat of oil reaching the navigable waters of West Virginia.  Following plugging operations, the areas surrounding the wells will be reclaimed to a condition that was present prior to any land alterations by equipment and personnel gaining access to the wells.  All oil-contaminated soils will be transported off site for TCLP analyses and disposal by WVDEP.

Next Steps
A.  The WVDEP and its contractor will continue plugging activities on the remaining five of nine wells.
B.  START will continue to monitor plugging activities, conduct photo and written documentation of site activities, and conduct cost tracking for the project.
C.  OSC Kelly will continue correspondence with START and WVDEP to coordinate the completion of plugging activities at the site.
D.  OSC Kelly will update the USCG on the status of plugging operations at the site.


Key Issues
There is a threat of continued discharge of oil from these wells into the navigable waters of West Virginia.
