Site is the location of 24 abandoned oil wells that are leaking into Laurel Run which is a tributary to Goose Creek that runs into the Ohio River. Nine wells have been plugged and their locations reclaimed. An extended investigation at the site revealed 15 additional wells as follows:

a. On April 14, 2004, the plugging contractor set the monument on well #4. The contractor then rigged up on well #5. The depth of the well was determined at 195 feet. Wooden sucker rods and tubing were pulled from the well and the well was circulated. The well was cemented to the surface.
b. On April 15, 2004, a monument was set on well #5. The contractor rigged up on well #7, pulled the rods and tubing from the well, and cemented from 200 feet to the surface.
c. On April 16, 2004, reclamation was completed at the locations of well #4, #5, and #7.
d. On April 19, 2004, the contractor rigged up on well #6 and pulled rods and tubing from the well. A disposal contractor removed the pit fluids from the holding tank on site and transported them for disposal. The contractor determined a total depth of 181 feet in the wellbore and cemented the well to the surface on April 20, 2004.
e. On April 21, 2004, the contractor completed rigging up on well #8 and recovered wooden rods, tubing, and a mud anchor. The total depth of the well was determined at 281 feet. The well was circulated and cemented from 275 feet to the surface. The casing that existed in the wellbore was unsuccessfully removed from the well. The monument was set on well #6 and reclamation at the location was completed.
f. On April 22, 2004, well #8 was topped with cement and the monument was set. Reclamation at the location was completed. The contractor rigged up on well #9 and determined a total depth of 476 feet. The bottom plug in the wellbore was set with cement.
g. On April 23, 2004, well #8 was circulated with gel and the casing was perforated at 136 feet. The well was cemented to the surface.
h. On April 26, 2004, well #9 had lost some depth from the cement that was pumped into the hole the previous week. The contractor completed cement operations at the well from 75 feet to the surface. Twelve feet of casing was recovered from the well and the monument was set.
i. On April 27, 2004, WVDEP Belcher requested additional funding from OSC Kelly in order to conduct plugging operations on 15 additional wells that were reported by WVDEP as leaking abandoned wells in close vicinity to the previously nine plugged wells. Since the State had $70,000 remaining on the PRFA, OSC Kelly approved preparation for the locations of these wells verbally, but plugging operations were not to be conducted until funding was authorized by the USCG. WVDEP and the contractor prepared the roads and began to devise rig placement at well #10 and well #20.
j. On April 28, 2004, reclamation was completed at the location of well #9. Access roads and preparation of the locations of well #10 and well #20 were completed for rig placement. The contractor mobilized the rig to the location of well #10.
k. On April 29, 2004, OSC Kelly contacted NPFC Case Officer Chief Mike Steele and requested an additional $250,000 to increase the ceiling to $490,000 which will allow the plugging of the 15 additional wells. The contractor completed rigging up on well #10 and recovered wooden rods and steel tubing from the wellbore. The well depth was determined at 260 feet. The wellbore was circulated and cemented to the surface. The entirety of the 70 feet casing was removed from the wellbore.
l. On April 30, 2004, the monument was set on well #10 and reclamation activities began at the location. The contractor rigged up on well #23, the wellbore total depth was determined at 646 feet, and the casing was deep, at 528 feet. The contractor set the bottom plug in the wellbore.
Removal actions at the site include plugging operations on 24 identified wells in order to mitigate the threat of oil reaching the navigable waters of West Virginia. Following plugging operations, the areas surrounding the wells will be reclaimed to a condition that was present prior to any land alterations by equipment and personnel gaining access to the wells. All oil-contaminated soils will be transported off site for TCLP analyses and disposal by WVDEP.
A. START will continue to monitor plugging activities, conduct photo and written documentation of site activities, and conduct cost tracking for the project.
B. OSC Kelly will continue correspondence with START and WVDEP to coordinate the completion of plugging activities at the site.
C. OSC Kelly will update the USCG on the status of plugging operations at the site.
D. OSC Kely will submit a OPA90 work plan to the NPFC and will await the NPFC Case Officer Chief Mike Steele to increase the ceiling by $250,000 to bring the total amount to $495,000.
There is a threat of continued discharge of oil from these wells into the navigable waters of West Virginia.
