Site Description
Site is the location of 24 abandoned oil wells that are leaking into Laurel Run which is a tributary to Goose Creek that runs into the Ohio River.  Sixteen wells have been plugged and their locations reclaimed.  The site now includes 24 wells.

Current Activities
Week of May 10, 2003
a.  The contractors completed plugging operations at wells 10, 21, and 22.
b.  Reclamation was completed at well 10, and was begun at the locations of well 21 and 22.
c.  On May 13, 2003, OSC Kelly, Chief Mike Steele, and various representatives from WVDEP conducted a site reconnaissance of the 24 identified wells under the FPN and inspected their condition.
d.  START was present on site periodically throughout the week to correspond with WVDEP and monitor plugging activities.  START conducted photographic and written documentation.
Week of May 17, 2003
e.  The contractors began plugging operations at well 18, but were unable to plug the well at that time due to a severe bend in the wellbore.
f.  The contractors completed plugging operations at wells 14, and 17.
g.  Reclamation activities were completed at well 14.
h.  START was present on site periodically throughout the week to correspond with WVDEP and monitor plugging activities.  START conducted photographic and written documentation.


Planned Removal Actions
Removal actions at the site include plugging operations on 24 identified wells in order to mitigate the threat of oil reaching the navigable waters of West Virginia.  Following plugging operations, the areas surrounding the wells will be reclaimed to a condition that was present prior to any land alterations by equipment and personnel gaining access to the wells.  All oil-contaminated soils will be transported off site for TCLP analyses and disposal by WVDEP.

Next Steps
A.  START will continue to monitor plugging activities, conduct photo and written documentation of site activities, and conduct cost tracking for the project.
B.  OSC Kelly will continue correspondence with START and WVDEP to coordinate the completion of plugging activities at the site.
C.  OSC Kelly will update the USCG on the status of plugging operations at the site.


Key Issues
There is a threat of continued discharge of oil from these wells into the navigable waters of West Virginia.
