Site is the location of 35 abandoned oil wells that are leaking into Laurel Run which is a tributary to Goose Creek that runs into the Ohio River. Of the 35 approved wells for plugging, 31 have been plugged and 30 locations have been reclaimed.
Week of July 19, 2004
a. On July 19 and 20, 2004, the contractors mobilized all equipment back to the site to continue plugging operations.
b. WVDEP's contractors rigged up on well #16 and attempted to pull the casing from the wellbore. The contractors could not pull the tubing and moved the rig off the location.
c. The contractors moved to location #18 and were able to pull 45' of sucker rods and 100' of 2 3/8" tubing from the well, then backfilled the hole.
d. The contractors built location #13 but due to soft ground in the creek bed, there was no rig access. The excavator was utilized to pull 260' of wooden sucker rods and 270' of tubing from the wellbore. The contractor then checked the depth of the 5' casing at 250' and cemented the wellbore to the surface, leaving the casing in the wellbore. Reclamation was completed at the location and a monument was set.
e. Wells #11 and #12 were also cleaned out with the excavator; 250' of wooden sucker rods and 255' of 2 3/8" tubing were pulled from each wellbore. The contractor then cemented the wells and set monuments. Reclamation was completed at both locations.
Week of July 26, 2004
f. Site operations were shut down due to wet weather on July 26 and 27, 2004.
g. The contractor utilized the excavator to pull 300' of 2 3/8" tubing from the #16 wellbore and cemented in increments to the surface. A monument was set and the location was reclaimed.
h. The contractor returned to location #18 and reworked the location with the dozer. The contractor rigged up on the well, pulled 43' of wooden sucker rods, and used fishing equipment for two days in an attempt to get hold of the tubing in the wellbore.
Week of August 2, 2004
i. The contractor continued fishing out the remaining tubing from the wellbore of #18 and determined the T.D. of the wellbore at 288'. The contractor circulated the well and cemented to the surface. A monument was set on August 3, 2004, and reclamation was completed at the location on August 5, 2004.
j. The contractor rigged up on well #25, pulled 306' of 2" tubing, and recovered 78' of 5 11/16" casing from the wellbore. The wellbore was cemented to the surface and the monument was set on August 4, 2004. The location was reclaimed on August 5, 2004.
k. The contractor rigged up on well #33 and pulled 155' of tubing from the wellbore. The T.D. of the well was determined at 358'. The contractor was unsuccessful at pulling the 5 11/16" casing and cemented the wellbore to the surface. The monument was set and reclamation was completed on August 5, 2004.
l. The contractor rigged up on well #26, determined the wellbore T.D. at 445', and found 110' of 5 11/16" casing in the wellbore. The contractor could only recover 10' of the casing and cemented the wellbore to the surface. The monument was set and the location was reclaimed on August 6, 2004.
m. The contractor began to build access to locations #15 and #19.
Week of August 9, 2004
n. The contractor rigged up on well #15 and had trouble recovering the 2" tubing in the wellbore. The well circulated well. The contractor shot the tubing several times; it was freed at 110' and the joints were recovered. The logging truck determined the 5 11/16" casing T.D. at only 6' and the casing was recovered. The wellbore was cemented to the surface and the monument was set on August 11, 2004.
o. During operations at well #15, a new well was discovered, as the circulation fluids emerged from its wellbore. WVDEP received approval from OSC Kelly to proceed with plugging on this "twin" well, which was named #15a.
p. The contractor rigged up on well #19 and found debris, including rods, tubing, etc., in the wellbore. The logging tools set down at approximately 80' and the impression block showed a protruding wooden sucker rod. The contractor ran into the wellbore with 1 1/" tubing and determined the T.D. at 213'. Fishing tools were unsuccessul and the wellbore was cemented to the surface, with a set monument, on August 13, 2004.
Week of August 16, 2004
q. The contractor rigged up on well #15a and was forced to perform drill-out in the wellbore to a T.D. of 190'. The wellbore was cemented to the surface and a monument was set on August 17, 2004.
r. The contractor rigged up on well #27, pulled 360' of wooden sucker rods and 2 3/8" tubing from the wellbore. The contractor cemented from 360' to the surface, recovering 52' of 5" casing. The monument was set on August 18, 2004, and reclamation was completed on August 19, 2004.
s. Due to WVDEP funding issues, the contractors were demobilized from the site on August 19, 2004. All equipment was removed from the site.
July 20, 2004, to August 19, 2004
t. Throughout site operations, START was periodically present on site to conduct monitoring activities, correpond with WVDEP and EPA, and conduct photographic and written documentation.
u. WVDEP periodically collected soil samples from well locations for T&D of contaminated site soils.
v. OSC Kelly approved plugging operations at additional wells at the site, bringing the total number of approved wells to 35.
Removal actions at the site include plugging operations on 24 identified wells in order to mitigate the threat of oil reaching the navigable waters of West Virginia. Following plugging operations, the areas surrounding the wells will be reclaimed to a condition that was present prior to any land alterations by equipment and personnel gaining access to the wells. All oil-contaminated soils will be transported off site for TCLP analyses and disposal by WVDEP.
A. START will continue to monitor plugging activities, conduct photo and written documentation of site activities, and conduct cost tracking for the project.
B. OSC Kelly will continue correspondence with START and WVDEP to coordinate the completion of plugging activities at the site. WVDEP anticipates completion of the project in 5 to 6 weeks.
C. OSC Kelly will continue correspondence with USCG concerning the status of site work.
There is a threat of continued discharge of oil from these wells into the navigable waters of West Virginia.
