Site Description
The Pleasant Hills site is located between Hill Drive and Berne Road in Tilden Township, Berks County, Pennsylvania. The geographic coordinates of the site are 40.5421° north latitude and 76.0005° west longitude.  The site is situated on a hilltop that is surrounded predominantly by farmland and private residences.  The Schuylkill River is located approximately 1,000 feet to the east of the site.  The site is bordered by residential properties and farmland to the south and west, by Berne Road to the West, and by woodlots and upland meadows to the north.


A. OSC Fetzer was notified in 1991 of possible lead contamination from battery casings in the Pleasant Hills Trailer Park. A spill report was filled out in April, and the assessment was assigned to OSC Zickler. Due to the events of 9/11 and the need to unexpectedly take over the Brown's Battery site, a formal assessment was not conducted until recently.

B. After several meetings with the local Trailer Park manager and phone conversations with a representativefrom GSP Management, the property management firm representing the property owner, an access agreement was signed by the owner and faxed to OSC Zickler on 10/28/02.




Current Activities
A. OSC met with Ryan Kostival, PA DEP, on 8/27 to review their site files and obtain information on the drinking water wells. It had been alleged that one of the wells was drilled thru an area contaminated by battery casings, however there was no substantiation of that in the DEP reports of the well installation. A copy of the annual drinking water quality report for the park was also obtained from the trailer park manager and the lead results revealed no violations.

B. OSC also met individually with one trailer owner who had heard of a potential lead problem and was concerned for the health of her 2 toddlers. A thorough visual inspection of her property was conducted, with no battery casing fragments or any other evidence of potential lead contamination noticed.

C. OSC and START met with Mr. Alan Ringer, from Lehigh Engineering Associates, on 11/22 for a site survey and windshield assessment. Battery chips were observed at two locations; first, along a portion of both shoulders of South Street between Memory Lane and Sunset Drive; the second a few isolated chips in the (currently) vacant lot at 105 White Pine Ave. Two water supply wells were located, one in the open lot at the intersection of Pleasant View Drive and Sunset Drive; the other behind 519-521 Overview Drive in a small shed.



Planned Removal Actions
No planned removal actions are anticipated at this time.

Next Steps
A. Tentative arrangements were made on 11/22 with GSP Management to schedule a sampling inspection on 12/3. A representative from the Trailer Park will be available to allow access to the raw water lines from both wells. Samples will also be taken from the areas of observed battery chips, as well as from surface water and street catch basins. Background sample results will be obtained from previous assessments in the same general area.
