Site Description
Please refer to previous POLREP for background information.

Current Activities
The following actions took place during the period of record:

The OSC received the initial work plan on December 15, 2003.  At this point negotiations were started between the OSC and the PRP's selected contractor CBM Environmental Services, Inc.  on the contents of the work plan.  The final work plan was submitted to the OSC on January 15, 2004, and approved.

Work began on site March 1, 2004.  On March 1, approximately 17,470 gallons of CCA contaminated wastewater were removed from the containment area.  Also, 4,800 gallons of CCA contaminated wastewater were removed from the frac tank on. site.  This frac tank belongs to South Carolina Department of Health and Environmental Control (DHEC) and was used by them to pump wastewater into from the containment area.  On March 2,  CBM began the emptying of the tanks abandoned on site.  In total, 4 trucks off loaded a total of approximately 21,000 gal of solution, concentrate, and wastewater were shipped off site.  The pH of the shipments ranged from a low of 3 to a high of 4.  On March 3, CBM mobilized 4 trucks to the site and pumped from the numerous poly tanks on site and finished pumping any remaining wastewater from the containment area and the tanks.  CBM demobilized March 3.

Remobilization to the site occurred March 9, 2004.  Members of CBM began the decontamination of the storage tanks on site.  OSHA confined space entry procedures were used to allow the contractor to get inside the tanks to pressure wash them.  Also on the 9th, the large tarpaulin roof that was constructed to prohibit rainwater from contacting the drip pad was demolished and used lumber was removed from site.  The work of deconing the tanks continued on March 10.  On March 11, the PRP hired a subcontractor to start pressure washing the cement drip pad an containment area.  Initial results from the pressure washing showed that a substantial amount of CCA was still caked on the cement.  Thus, the PRP is planning to get a cement scarifying machine to grind off the top layer of cement.


Planned Removal Actions
The following activities are planned at the site:

- Scarify the top layer of the drip pad and containment area.
- Conduct composite sampling of the cement composing the drip pad and containment area to determine disposal profile.
- Break up and remove cement from the drip pad and containment area.
- Conduct soil sampling of soil located underneath the drip pad and containment area.


Key Issues
The key issues at the site are the following:

- Rain will continue to pose a threat until the CCA is removed from the cement on site. When the rain contacts the drip pad or containment area, it produces CCA contaminated wastewater.
- The storage tanks.  After pressure washing them thoroughly, some CCA remains caked on the walls.  Depending on what the PRP plans to do with the tank, reselling them or scraping them, further cleaning (sand blasting) may be required.  
- Sampling of the cement on site.  Any holes created in the cement may create a potential pathway for wastewater to reach the soil.
