EPA has been asked to investigate perchloroethylene contamination in Chillum, MD and Washington, DC. PCE contamination was discovered during an underground storage tank leak spill cleanup involving gasoline at a property adjacent to the PCE site. The site under investigation includes a dry cleaning facility and a residential community. The dry cleaning facility is located in Maryland and is immediately adjacent to the Washington, DC border. Groundwater flow flows from Maryland into Washington, DC.
A. March 14, 2002, EPA and START contractors Ecology and Environment and Tetra Tech met onsite to conduct a windshield assessment and review site history. Chevron, the benzene PRP and its consultant, Gannet Flemming are both onsite conducting sampling. EPA and START personnel discuss the site with the PRP and consultant and gather contact information for future use.
B. March 22, 2002, Tetra Tech proposed a multi-step assessment involving the use of goresorber (soil gas modules) and then real time membrane interface probe (MIP) technology to assess and delineate the extent of contamination.
C. EPA accepts Tetra Tech's proposal. Tetra Tech begins compiling address information for use in developing access agreements for the proposed sampling locations.
D. START contacts the District of Columbia Councilman Adrian Fenty's office to inquire about permits and ARARs for sampling. The office recommends speaking with Ronald Austin. Mr. Austin was not available and a message was left. Two subsequent messages have also been left regarding the permits and ARARs.
E. Two (2) EPA community involvement coordinators are appointed to the site to aid in public relations.
F. START provides EPA a draft access agreement and fact sheet for review by counsel and community involvement coordinators.
G. May 23, 2002, EPA On-Scene Coordinator Marcos Aquino and START Myles Bartos attend a executive committee meeting regarding the Benzene site. Chevron, Gannet Flemming, DC Department of Health, Councilman Adrian Fenty, and community representatives are all present. Following the update on the Benzene site, EPA and START presented a PowerPoint slide show indicating the planned course of action for initial sampling.
A. START will mail out access agreements to residents for initial sampling efforts.
B. START will continue to acquire applicable permits for sampling.
C. Sampling is scheduled on June 10 and 11, 2002.
D. EPA and START will continue to develop a fact sheet for distribution to the residents.
E. EPA and START will attend the next scheduled executive committee meeting on June 20, 2002.
