The Site has not been defined as a specific delineated area, but is considered to include the
Town of Chauncey. The Site's major locations of interest include the following areas: the
unnamed hollow containing Miller's Branch of Island Creek; Chaffin Hollow; Chauncey’s
residences; the old mining salvage recycling facility and surrounding grounds; Omar
Elementary School, including the playground area, and the UPS facility; and Island Creek.
Portions of the Site have been identified by local residents as the locations for illegal
dumping of hazardous materials and the possibility of dumping of transformer oil.

EPA’s Removal OSC Bob Kelly and Enforcement OSC Bob Guarni and START Dallessandro mobilized to the Site and met with the old salvage facility’s owner. The facility’s owner escorted EPA and START into the facility and showed them the current condition of the basement. OSC Kelly and START observed that the water level in the basement was approximately seven inches higher than the level during the previous sampling event that occurred in April, 2003. The facility’s owner informed EPA and START that there had been trespassers who have stolen various items from the exterior of the facility over the past few months, due to press reports on the EPA’s sampling of the building. OSC Kelly informed the facility’s owner that he would return to the town and conduct a meeting with him and associated parties to discuss future actions of the EPA and what would be anticipated in the near future.

OSC Kelly and START Dallessandro attended a meeting at the WVDEP office in Charleston, WV. Attendees in the meeting included EPA, START, two representatives from ATSDR, and seven representatives of WVDHHR. The validated data from the sampling assessment that occurred in April, 2003, was discussed. Future actions at the Site were addressed.

Under the direction of OSC Kelly, START Dallessandro mobilized to Charleston, WV, and corresponded with representatives from WVDEP and UPS in order to conduct a sampling assessment of the water well located adjacent to the UPS Facility. The well was no longer in use, but there was concern of the quality of water contained in the well. Due to poor weather conditions, START consulted with UPS’s consultant and a joint decision was made to postpone the sampling event. START contacted OSC Kelly and informed him of the determination. OSC Kelly contacted all affiliated parties and informed them that the sampling event would be postponed until the following day. START contacted WVDEP Fisher and informed him that the sampling would be delayed one day due to inclement weather. START requested that WVDEP Blake contact the responders and relay the information.

START mobilized to the Site and met with a UPS Facility representative and UPS’s consultant. The UPS Facility representative unlocked the well head and provided access to START to enable sampling. START utilized water tape and determined the depth of the well to be approximately 76.0 feet. START also estimated that approximately 66.1 feet of water was contained in the well. START and the UPS consultant calculated that 255 liters of water should be drawn from the well for purging. This volume was much larger than anticipated and was not feasible to perform. Therefore, START utilized a water quality meter and purged the well water with a submersible pump until the water quality criteria was stabilized. START and the UPS consultant monitored the pH, temperature, conductivity, salinity, and turbidity until the parameters stabilized.
START and the UPS consultant collected split water samples from the well. The purge water from the event was contained in two 55-gallon drums. Two representatives from WVDEP secured the drums and transported them off Site for staging until the analytical results were obtained. The UPS Facility representative closed and secured the well head with a lock.
The samples were packaged and shipped to the corresponding laboratories on the same day. Validated analytical results were anticipated to be received in approximately one month.
There are no planned removal actions at this time.
A. OSC Kelly will continue correspondence with local, state, and federal officials.
B. Following receipt of the validated data, START will compile the analytical results a complete a data summary and an addendem to the Trip Report for the event.
C. START will prepare to accompany EPA during a public meeting in the town of Chauncey, WV, during which the analytical results from the sampling assessment and an explanation of their meaning will be presented to the public.
D. OSC Kelly will determine if any future actions will be required at the Site.
The key issues are the possible illegal dumping of hazardous materials and discharge of PCB's.
