Site Description
The Site is located at 979 Horse Mountain Road, Shelbyville, Bedford County, Tennessee.  The former Far Star company recycled cassette tapes, compact discs, and vinyl phonograph record components during the mid 1990's.  The recycling process included a wash line containing sodium hydroxide to dissolve and remove the labeling from the media.  Unprocessed media was stored outside of the building.  Far Star was issued an order by the Tennessee Department of Environment and Conservation (TDEC) Division of Solid Waste Management (DSWM) for improper storage and disposal of waste dated November, 1996.  Far Star failed to comply with the order.  TDEC inspectors discovered that the facility had been abandoned in 2001.   A vast number of abandoned drums, many of which were unlabeled, corroded and/or leaking were left at the Site.

On July 9, 2003, ERRB and EPA’s Superfund Technical Assessment and Response Team (START) conducted a removal assessment of the Site.  Approximately four hundred drums remained abandoned at the Site.  Drums are located both inside and outside the buildings and many are unlabeled and corroding.  Many of the drums are not DOT transportable and are stacked on top of one another.  At least three of the drums have signs indicating a Boiling Liquid Expanding Vapor Explosion (BLEVE) hazard.  A total of nine drum samples were collected.  Analytical results from the samples indicate significant amounts of toluene, phenol and barium were present.  Ten polyethylene drums on the Site contain large amounts of caustic material.

On January 21, 2004, ERRB and a representative from TDEC’s Superfund Division mobilized to the Site in order to check the current condition of the property.  It was then discovered that over half of the drums had been removed.  About one-hundred drums remain on site.  Of those, about thirty are believed to have contents containing hazardous waste.  ERRB and TDEC representatives noticed tire tracks around the Site and in the entranceway to the property.  The current land owner was questioned and said that he had no knowledge of the removal of the drums.  On January 22, 2004, ERRB filed a police report with the City of Shelbyville Police Department and notified EPA’s Criminal Investigation Division of the situation.  The AOC for the Site was signed on 02/26/04.


Current Activities
The following actions were taken during the period of record:

1. PRP contractor mobilized to the Site on 07/20/04.

2. Contractor performed site setup and reviewed health and safety plan..

3. Contractor staged empty 55- gallon drums in secured area.

4. Contractor sampled drums and sent to lab for analysis

5. Contractor overpacked all content filled 55 and 30 -gallon drums.

6. Drums were packaged and staged for transportation and disposal activities.

7. Contractor contacted disposal facility for receipt of potentialy hazardous waste


Planned Removal Actions
Actions to be taken during the next reporting period:

1. Lab results will be analyzed and waste shipped according to classification.

2. Soil will be visually inspected to confirm that there is no contamination.
