1.1.2 Site Description
On 27 March 2009, CT DEP removed approximately 150 14-pound bags of an unstable organic peroxide material from a wire manufacturing facility in Seymour, CT. The material was 40% bis(tert-butyldioxyisopropyl)benzene [CAS # 25155-25-3]. CTDEP, after carefully assessing disposal options in consultation with EPA, CT DPH, and ATSDR, decided to destroy the organic peroxide material via a controlled burn at a remote location in the Naugatuck State Forest. CT DEP requested air monitoring support from EPA Region 1 to ensure the controlled burn did not create a significant release of hazardous substances into the atmosphere.

2.1 Operations Section

2.1.1 Response Actions to Date
EPA Region 1 OSC Frank Gardner and 3 START personnel mobilized to the scene and integrated into the Unified Command. CT DEP's cleanup contractor placed several bags of the organic peroxide material into an open steel rolloff container. The material was ignited remotely from a safe distance. The Beacon Falls FD had mobilized firefighting equipment and was prepared to provide fire suppression if needed. This process was repeated until all the material was destroyed. EPA and the START contractor conducted real-time air monitoring around the perimeter of the scene using Multi-Rae and Area-Rae instrumentation. Salient parameters monitored included carbon monoxide, organic vapors, oxygen, and lower explosive limit. All readings were consistent with background conditions, indicating that the burn did not create a hazardous condition. By approximately 2300 hours, all burning and monitoring activities were completed, and OSC Gardner and the START contractor departed the scene.
