1.1.1 Incident Category

1.1.2 Background
The Desler/Plywood mill asbestos site is located at 2210 Tamarack St, Sweet Home, Oregon. The plywood mill, which consisted of the current areas of interest, was in operation from 1959 to 1994, and included many if not all stages of the lumber refining process including wood treatment. Currently the property consists of approximately 153 acres upon which are located two log ponds and several small creeks that flow east to west across the site towards the South Santiam River, located approximately 2,500 feet west of the site. The site is surrounded to the north and northwest by residential homes, the closest of which are located approximately 50 feet north of the site, immediately across Tamarack Street. To the west and south of the site are several commercial and industrial facilities, and to the east are unimproved and agricultural lands. The site is located approximately 1,000 feet north of Main Street, the town’s main thoroughfare.

Documents provided to the US EPA by the ODEQ indicate that demolition of the site’s east and west dry kilns, the former site power house, and the sorter/stacker buildings occurred beginning early June 2007, and continued through late January 2008. The documents indicate the presence of friable asbestos containing material (ACM) throughout the demolition debris piles remaining on site. Sample results collected by several environmental consulting firms, a certified abatement contractor, and ODEQ indicate the presence of amosite and chrysotile asbestos in the site materials ranging between <1% and 45%. Several of the samples contained asbestos above the allowable limit of >1%, indicating that the materials are ACM as defined by 40 CFR Part 763.

The current rubble piles containing moderate to large quantities of ACM and cover approximately 30,000 square feet (ft2) in the former kiln area and 33,000 ft2 in the former sorter/stacker building area. The former kiln area is located along the south side of Tamarack St, just east of 18th Ave. Several residential homes are located approximately 50 feet north of the debris piles, across Tamarack St.


1.1.2.1 Site Location
The Desler/Plywood mill asbestos site is located at 2210 Tamarack St, Sweet Home, Oregon.

1.1.2.2 Description of Threat
The documented presence of friable asbestos containing material (ACM) throughout the demolition debris piles remaining on site represents a serious potential health threat to the neighboring community, specifically those residences located across Tamarack St. just north of the site.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
Sample results collected by several environmental consulting firms, a certified abatement contractor, and ODEQ indicate the presence of amosite and chrysotile asbestos in the site materials ranging between <1% and 45%. Several of the samples contained asbestos above the allowable limit of >1%, indicating that the materials are ACM as defined by 40 CFR Part 763.

Bulk ACM samples collected by the EPA START contractors and analyzed by phase light microscopy (PLM), gravimetric reduction and semi-quantitative point count analysis indicated asbestos in sampled materials ranging between <1% and 58%, confirming previous findings at the site.

2.1.2 Response Actions to Date
October 19, 2009-
OSC Heister, ERRS, START, and ATEZ are on site today and continue the removal of ACM in the Sorter/Stacker area. ERRS filled six roll-offs with ACM removed from the Sorter/Stacker area. Sweet Home Salvage transported nine 30' roll-off containers and three 20' roll-off containers filled with ACM to the Coffin Butte landfill in Corvallis, Oregon for disposal. A total of 128,240 pounds of ACM was disposed of today bringing the total to date to 263,080 pounds. Five ACM filled roll-offs have been staged on site awaiting transport to the Coffin Butte landfill tomorrow. ERRS removed one metal drum and two 5-gallon plastic buckets with unknown contents from the Sorter/Stacker area. The drum and buckets have been staged on visqueen in an area out of the weather so START contractors can perform Hazard Categorization (HazCat) on their contents and determine the appropriate disposal requirements.

START collected 8 PCM air samples, deployed 5 DataRam 4000 particulate monitors, and a Weather Hawk portable weather station to monitor and record data. All samples collected will be sent off site to a nationally accredited laboratory for analysis. Seven of the eight PCM results were reported as non-detect and the final sample result was found to be well below the site action level. In addition, START categorized the contents of four metal drums and two plastic buckets that had been located in the Sorter/Stacker area and the former site power house. 

A reporter form the Sweet Home New Era was on site today and spoke with OSC Heister about the ongoing and planned removal activities for the site.

October 20, 2009-
OSC Heister, ERRS, START, and ATEZ are on site today and continue the removal of ACM in the Sorter/Stacker area. ERRS filled five roll-offs with ACM removed from the Sorter/Stacker area. Sweet Home Salvage transported four 30' roll-off containers and four 20' roll-off containers filled with ACM to the Coffin Butte landfill in Corvallis, Oregon for disposal. A total of 128,200 pounds of ACM was disposed of today bringing the total to date to 391,280 pounds. The majority of bulk ACM contamination has been removed from the Sorter/Stacker area and ERRS has begun removing the final small piles. The large wood beams and sections of concrete have been sorted, decontaminated, and set aside to be addressed by the property owner. One pile of potentially contaminated soil has been stockpiled within a concrete containment area and encapsulated with visqueen until such a time when START contractors can collect soil samples to determine whether or not contamination exists. START is anticipating collecting the soil samples later this week.

START collected  8 PCM samples, 4 TEM samples, and deployed 5 DataRam 4000 particulate monitors and a Weather Hawk portable weather station to monitor and record data. In addition, START collected two water samples from baker tanks staged on site that contain filtered run-off water that was captured by ERRS during site removal activities. All samples collected will be sent off site to a nationally accredited laboratory for analysis. The results of the water samples were reported as non-detect for asbestos fibers greater than or equal to 10 um.

A Building Inspector from the City of Sweet Home was on site to discuss the potential need to demolish a small section of the Cooling Shed structure that was previously attached to the Sorter/Stacker building and is partially connected to the western end of the elevated pipe corridor.  The section of the structure being discussed in a state of disrepair and poses a potential safety risk. The pipe corridor currently has approximately 100 linear foot of asbestos containing thermal systems insulation (TSI) that is scheduled to be abated in the coming days.

OSC Heister held a Community Meeting at the Sweet Home Police Department in an attempt to better inform concerned citizens/residents and answer questions about the ongoing removal action. OSC Heister was joined by an EPA Community Involvement Coordinator, a Toxicologist from the Oregon Department of Human Services, and a representative from the Oregon Department of Environmental Quality. Approximately 15 people attended including a representative from the Albany Democratic Herald and the Sweet Home New Era. The meeting lasted approximately 1.5 hours.

October 21, 2009-
OSC Heister, ERRS, START, and ATEZ are on site today to continue ACM removal activities. ERRS filled 2 roll-offs with ACM removed from the Sorter/Stacker area and have moved on to removing ACM from the west kiln areas. ERRS filled five roll-offs with ACM from the west kiln area and have removed numerous old, weathered ACM burritos that the property owner had left behind. Sweet Home Salvage transported two 30' roll-off containers and two 20' roll-off containers filled with ACM to the Coffin Butte landfill in Corvallis, Oregon for disposal. A total of 61,420 pounds of ACM was disposed of today bringing the total to date to 452,700 pounds. Five ACM filled roll-offs have been staged on site awaiting transport to the Coffin Butte landfill tomorrow. OSC Heister and START observed the condition of two ACM-burrito containing roll-offs located at the Sweet Home Sanitation equipment yard. The two ACM burritos were generated by the property owner and left at the Sweet Home Sanitation equipment yard for the past year. One of the two burritos was in acceptable condition to be transported back to the site for repackaging while the second requires a patch prior to transport. The first burrito was delivered to the site where it was repackaged and readied for disposal at the Coffin Butte landfill.

START collected 8 PCM air samples, deployed 5 DataRam 4000 particulate monitors, and a Weather Hawk portable weather station to monitor and record data. All samples collected will be sent off site to a nationally accredited laboratory for analysis. The results of said samples have not yet been received from the laboratory.

October 22, 2009-
OSC Heister, ERRS, START, and ATEZ are on site today to continue ACM removal activities. ERRS filled 9 roll-offs with ACM removed from the west kiln area and to the degree possible have begun sorting and decontaminating large sections of concrete in an attempt to keep removal costs down while still removing the asbestos contamination. ATEZ abatement contractors began establishing containment and installing a ventilation system in preparation for the planned negative pressure abatement of the elevated pipe corridor scheduled to take place Friday and Saturday of this week. Sweet Home Salvage transported two 30' roll-off containers and four 20' roll-off containers filled with ACM to the Coffin Butte landfill in Corvallis, Oregon for disposal. A total of 267,440 pounds of ACM was disposed of today bringing the total to date to 720,140 pounds. Five ACM-filled roll-off containers have been staged on site and are awaiting transport to the Coffin Butte landfill tomorrow.

START collected 8 PCM air samples, deployed 5 DataRam 4000 particulate monitors, and a Weather Hawk portable weather station to monitor and record data. In addition, START collected one composite soil sample from and area of potentially contaminated soil located in the Sorter/Stacker area.  The soil sample will be analyzed for Volatile Organic Compounds (VOCs), Semi-volatile Organic Compounds (SVOCs), Target Analyte List Metals, and Polychlorinated Biphenyls (PCBs). All samples collected will be sent off site to a nationally accredited laboratory for analysis. The results of said samples have not yet been received from the laboratory.

The property owner was on site today and was given a tour of the site along with an explanation of the ongoing and planned removal action activities.

A representative of the Oregon State Department of Environmental Quality was on site today and was briefed on the removal action progress.

October 23, 2009-
OSC Heister, ERRS, START, and ATEZ are on site today to continue ACM removal activities. ERRS filled 5 roll-offs with ACM removed from the west kiln area and to the degree possible have continued sorting and decontaminating large sections of concrete in an attempt to keep removal costs down while still removing the asbestos contamination. ATEZ abatement contractors continued efforts to establish containment and installation of a ventilation system in preparation for the planned negative pressure abatement of the elevated pipe corridor scheduled to begin on Saturday of this week. Following set-up of the containment area, ATEZ began pre-cleaning of the pipe corridor in preparation of the bulk abatement to come. Sweet Home Salvage transported five 30' roll-off containers and three 20' roll-off containers filled with ACM to the Coffin Butte landfill in Corvallis, Oregon for disposal. A total of 168,440 pounds of ACM was disposed of today bringing the total to date to 888,580 pounds. Five ACM-filled roll-off containers have been staged on site and are awaiting transport to the Coffin Butte landfill tomorrow.

START collected 8 PCM air samples, deployed 5 DataRam 4000 particulate monitors, and a Weather Hawk portable weather station to monitor and record data. All samples collected will be sent off site to a nationally accredited laboratory for analysis. The results of said samples have not yet been received from the laboratory.

October 24, 2009-
OSC Heister, ERRS, START, and ATEZ are on site today to continue ACM removal activities. ERRS has filled 14 roll-offs with ACM removed from the west kiln area and to the degree possible have continued sorting and decontaminating large sections of concrete in an attempt to keep removal costs down while still removing the asbestos contamination. ATEZ abatement contractors completed pre-cleaning of the elevated pipe corridor and began abatement of the asbestos containing TSI. ATEZ removed approximately 7o linear feet of TSI amounting to approximately 35 bags of ACM material. Sweet Home Salvage was not transporting roll-off containers to the landfill today but 19 ACM-filled roll-off containers have been staged on site and are awaiting transport to the Coffin Butte landfill on Monday.

START collected 8 PCM air samples, deployed 5 DataRam 4000 particulate monitors, and a Weather Hawk portable weather station to monitor and record data. All samples collected will be sent off site to a nationally accredited laboratory for analysis. The results of said samples have not yet been received from the laboratory.

An ERRS' contracted industrial hygienist (IH) was on site today to collect PCM air samples for the negative pressure abatement of the elevated pipe corridor. The IH collected one personal exposure PCM sample on one abatement contractor working inside the containment, one ambient air PCM sample in the area near the negative pressure enclosure decontamination zone, and one ambient air PCM sample centrally located near the negative air machines under the corridor itself. These samples were analyzed on site by the IH. Results of the PCM samples were reported as being well below the site action level.

  2.2 Planning Section
   

2.2.1 Anticipated Activities
Anticipated activities include the removal and proper disposal of Asbestos Contaminated Materials (ACM) resulting from the improper demolition of several structures within the confines of the site including two Dry Kiln buildings, a Sorter/Stacker building, and the former site power house building. In addition, asbestos thermo systems pipe insulation (TSI) will be abated from within an elevated pipe corridor located just south of the former kiln areas.

ERRS will begin sorting through the rubble piles of large wood beams in an attempt to separate ACM from salvageable wood materials. ACM debris will be burrito wrapped and transported to an approved landfill for disposal. START contractors will continue to collect air samples on a daily basis and have them analyzed for asbestos content.
