1.1.2 Background
The
Desler/Plywood mill asbestos site is located at 2210 Tamarack St, Sweet
Home, Oregon. The plywood mill, which consisted of the current areas of
interest, was in operation from 1959 to 1994, and included many if not
all stages of the lumber refining process including wood treatment.
Currently the property consists of approximately 153 acres upon which
are located two log ponds and several small creeks that flow east to
west across the site towards the South Santiam River, located
approximately 2,500 feet west of the site. The site is surrounded to
the north and northwest by residential homes, the closest of which are
located approximately 50 feet north of the site, immediately across
Tamarack Street. To the west and south of the site are several
commercial and industrial facilities, and to the east are unimproved
and agricultural lands. The site is located approximately 1,000 feet
north of Main Street, the town’s main thoroughfare.
Documents provided to the US EPA by the ODEQ indicate that
demolition of the site’s east and west dry kilns, the former site power
house, and the sorter/stacker buildings occurred beginning early June
2007, and continued through late January 2008. The documents indicate
the presence of friable asbestos containing material (ACM) throughout
the demolition debris piles remaining on site. Sample results collected
by several environmental consulting firms, a certified abatement
contractor, and ODEQ indicate the presence of amosite and chrysotile
asbestos in the site materials ranging between <1% and 45%. Several
of the samples contained asbestos above the allowable limit of >1%,
indicating that the materials are ACM as defined by 40 CFR Part 763.
The current rubble piles containing moderate to large quantities of
ACM and cover approximately 30,000 square feet (ft2) in the former kiln
area and 33,000 ft2 in the former sorter/stacker building area. The
former kiln area is located along the south side of Tamarack St, just
east of 18th Ave. Several residential homes are located approximately
50 feet north of the debris piles, across Tamarack St.
1.1.2.1 Site Location
The
Desler/Plywood mill asbestos site is located at 2210 Tamarack St, Sweet
Home, Oregon.
1.1.2.2 Description of Threat
The documented presence of friable asbestos containing material (ACM) throughout
the demolition debris piles remaining on site represents a serious potential health threat to the neighboring community, specifically those residences located across Tamarack St. just north of the site.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
Sample results collected
by several environmental consulting firms, a certified abatement
contractor, and ODEQ indicate the presence of amosite and chrysotile
asbestos in the site materials ranging between <1% and 45%. Several
of the samples contained asbestos above the allowable limit of >1%,
indicating that the materials are ACM as defined by 40 CFR Part 763.
Bulk ACM samples collected by the EPA START contractors and analyzed by phase light microscopy (PLM), gravimetric reduction and semi-quantitative point count analysis indicated asbestos in sampled materials ranging between <1% and 58%, confirming previous findings at the site.

2.1.2 Response Actions to Date
November 2, 2009-
ERRS, START, and ATEZ are on site today to continue ACM
removal activities. ERRS has filled five roll-offs with ACM removed from
the
east and west
kiln areas and one roll-off with ACM-contaminated soil from the area located to the west of the west kiln area. No ACM was visually observed in the soil pile ERRS removed however, a concerned neighbor informed OSC Heister that the property owner had previously stockpiled ACM in this area. In addition and to the degree possible, ERRS has continued sorting and
decontaminating large sections of concrete and other non-ACM materials in an attempt to keep
removal costs down while still removing the asbestos contamination.
ATEZ abatement contractors began removing several sections of pipe wrapped with asbestos containing thermal systems insulation (TSI) in the area just north of the east and west kilns. This highly friable material was located in close proximity to Tamarack Street. While abating the visible pipes, ATEZ contractors observed a large opening to what was discovered to be an underground pipe vault with additional suspected ACM-containing TSI. ERRS utilized heavy equipment to remove the concrete slab encasing the pipe vault in order to further assess the pipe vault and abate the TSI. Due to the amount of TSI observed in the pipe vault, a HEPA filter vacuum truck has been called in to abate the area. ATEZ has temporarily sealed the pipe vault
with visqueen until tomorrow when the vacuum truck is scheduled to abate the TSI. Sweet Home Sanitation transported five 30' roll-off
containers and seven 20' roll-off containers filled with ACM to the Coffin Butte landfill in Corvallis, Oregon for
disposal. A total of 296,300 pounds of ACM was disposed of today bringing the total to date to 2,450,880 pounds.
START
collected 8 PCM air samples, deployed 5 DataRam 4000 particulate
monitors, and a
Weather Hawk portable weather station to monitor and record data. All samples
collected will be sent off site to a nationally accredited
laboratory for analysis. The results of said samples have not yet been received from the laboratory.
November 3, 2009-
ERRS, START, and ATEZ are on site today to continue ACM
removal activities. ERRS has filled six roll-offs with stockpiled ACM previously removed
from
the
east and west
kiln areas. In addition and to the degree possible, ERRS has continued
sorting and
decontaminating large sections of concrete and other non-ACM materials
in an attempt to keep
removal costs down while still removing the asbestos contamination.
ATEZ abatement contractors begin a negative pressure abatement of several sections of pipe
wrapped with asbestos containing thermal systems insulation (TSI) in
the pipe vault located just north of the east and west kilns. This highly friable
material was located in close proximity to Tamarack Street. ATEZ contractors removed a total of 25 bags of ACM debris including TSI, from the pipe vault thus far and plan to complete abatement of this area tomorrow. Sweet Home Sanitation transported five 30' roll-off
containers and seven 20' roll-off containers filled with ACM to the
Coffin Butte landfill in Corvallis, Oregon for
disposal. A total of 303,580 pounds of ACM was disposed of today bringing the total to date to 2,754,460 pounds.
START
collected 8 PCM air samples, deployed 5 DataRam 4000 particulate
monitors, and a
Weather Hawk portable weather station to monitor and record data. All samples
collected will be sent off site to a nationally accredited
laboratory for analysis. The results of said samples have not yet been received from the laboratory.
November 4, 2009-

kiln areas and the ACM debris removed from the pipe vault. In addition and to the degree possible, ERRS has continued
sorting and
decontaminating large sections of concrete and other non-ACM materials
in an attempt to keep
removal costs down while still removing the asbestos contamination.
ATEZ abatement contractors completed the negative pressure abatement of
several sections of pipe
wrapped with asbestos containing thermal systems insulation (TSI) in
the pipe vault located just north of the east and west kilns in close proximity to Tamarack Street. ATEZ
contractors removed a total of 41 bags of ACM debris including TSI,
from the pipe vault during abatement of this area. Sweet Home Sanitation transported five 30' roll-off
containers and seven 20' roll-off containers filled with ACM to the
Coffin Butte landfill in Corvallis, Oregon for
disposal. A total of 301,460 pounds of ACM was disposed of today bringing the total to date to 3,055,920 pounds.
START collected 8 PCM samples, 4 TEM samples, and deployed 5 DataRam
4000 particulate
monitors and a
Weather Hawk portable weather station to monitor and record data. All samples
collected will be sent off site to a nationally accredited
laboratory for analysis. The results of said samples have not yet been
received from the laboratory.
Two representatives from the Oregon State Department of Environmental Quality
(ODEQ) were on site today and given a tour of the site by OSC Heister. In addition, OSC Heister updated the ODEQ representatives on the status of the removal action, analytical sample results, and the remaining removal action objectives.
The property owner's liaison was on site today and was given a tour of the site by OSC Heister and updated as to the status of the removal action and the remaining removal action objectives.
November 5, 2009-
ERRS, START, and ATEZ are on site today to continue ACM
removal activities. ERRS has filled eleven roll-offs with ACM debris previously removed
from
the
east and west
kiln areas. In addition and to the degree possible, ERRS has continued
sorting and
decontaminating large sections of concrete and other non-ACM materials
in an attempt to keep
removal costs down while still removing the asbestos contamination. ERRS contractors also backfilled the abated pipe vault and demolished a damaged section of the former cooling shed's roof. The section of the cooling shed roof had previously collapsed and was inherently unstable, thus presenting a serious safety hazard to anyone in the immediate vicinity.
Sweet Home Sanitation transported eight 30' roll-off
containers and four 20' roll-off containers filled with ACM to the
Coffin Butte landfill in Corvallis, Oregon for
disposal. A total of 289,060 pounds of ACM was disposed of today bringing the total to date to 3,344,980 pounds.

Weather Hawk portable weather station to monitor and record data. All samples
collected will be sent off site to a nationally accredited

November 6, 2009-
ERRS, START, and ATEZ are on site today to continue ACM
removal activities. ERRS has filled one roll-off with ACM debris
previously removed
from
the
east and west
kiln areas, and two with ACM from the demolished section of the colling shed roof. In addition and to the degree possible, ERRS has continued
sorting and
decontaminating large sections of concrete and other non-ACM materials
in an attempt to keep
removal costs down while still removing the asbestos contamination.
ERRS contractors also demolished a section of the former east kiln wall that has been determined by the EPA and its' contractors to be inherently unstable, and a safety hazard if left standing. In preparation for demolition, ERRS had previously abated all ACM debris from the area surrounding the wall, and ATEZ contractors used a fire hose to perform wet supression of the area. A small amount of suspected ACM roofing material remained attached to the top of the wall. As ERRS began demolition, the entire wall fell more abruptly than anticipated due to it's lack of structural integrity, in turn releasing a moderate cloud of particulates into the air surrounding the wall. The dust cloud appeared to hover in the kiln area before discipating to the southeast with the wind. START contractors immediately assessed the deployed particulate monitors around the site including one located in a neighbors yard on Tamarack Street, and observed no noticable increase in particulate count due to the demolition.

A representative from the City of Sweet Home Streets Department (CSHSD) was on site today and spoke with OSC Heister about a complaint received from a concerned neighbor regarding an oil sheen observed on a creek to the north of Tamarack Street. The CSHSD representative stated that he had observed the status of the creek and that he had seen nothing of concern. OSC Heister offered the representative the opportunity to observe the ongoing site activities and water filtration apparatus being utilized and the representative declined stating that he was not concerned about the ongoing site activities.
November 7, 2009-
ERRS, START, and ATEZ are on site today to continue ACM
removal activities. ERRS has seventeen roll-offs with ACM debris
previously removed
from
the
east and west
kiln areas. In addition and to the degree possible, ERRS has continued
sorting and
decontaminating large sections of concrete and other non-ACM materials
in an attempt to keep
removal costs down while still removing the asbestos contamination. SHS was not transferring roll-offs to the Coffin Butte landfill today so there are currently 20 ACM-filled roll-offs

2.2 Planning Section

2.2.1 Anticipated Activities
Anticipated activities include the removal and proper disposal of Asbestos Contaminated Materials (ACM) resulting from the improper demolition of several structures within the confines of the site including two Dry Kiln buildings, a Sorter/Stacker building, and the former site power house building. In addition, asbestos thermal systems pipe insulation (TSI) will be abated from within an elevated pipe corridor located just south of the former kiln areas.

2.2.1.2 Next Steps
ERRS will continue sorting through the rubble piles of large sections of demolished concrete in an attempt to separate ACM from salvageable non-contaminated materials. ERRS contractors will continue to remove ACM debris in the west Kiln area and progressing towards the east Kiln. ACM debris will be burrito wrapped and transported to an approved landfill for disposal. START contractors will continue to collect air samples on a daily basis and have them analyzed for asbestos content.

Potential issues include airborne particulates (dust) created be heavy equipment during removal of ACM debris, and asbestos contaminated water produced by rain run-off and wet supression techniques utilized during abatement.
